SAN DIEGO (KGTV) — It’s been a historic wildfire season in California, made even more complicated by the pandemic.Emergency officials in San Diego County continue to shore up evacuation plans and brace for the worst, as more than a dozen wildfires in Northern California reveal the challenges of responding to two crises at once.As tens of thousands of Californians fled the wildfires last month, some turned to a shelter at the Santa Cruz Civic Auditorium. But with new rules in place to mitigate the spread of COVID-19, the shelter quickly filled up.The Civic Auditorium reached capacity August 21 and had to turn some evacuees away. The shelter remains at capacity, according to Cal Fire.About 27,000 people remained under evacuation orders as of Tuesday, according to Cal Fire. The Red Cross and partner organizations were sheltering more than 4,500 Californians in various settings as of Monday night.The Red Cross has put some displaced residents in hotels, a strategy that emergency workers in San Diego County are planning to emulate.“The county, since the beginning of the pandemic, has been working really proactively to identify and contract with hotels and motels to meet the unique housing and lodging needs of our community members,” said Senior Emergency Services Coordinator Julie Jeakle.With help from the Red Cross, the county has amassed a list of nearly 100 hotels and motels in San Diego County that could be called upon as emergency shelters. Some of these hotels were previously tapped as quarantine sites for individuals exposed to COVID-19.Traditional shelters in gyms or at schools won’t go away, but they’ll look different. Red Cross volunteers will conduct temperature checks and health screenings. People who show symptoms will be taken to another location to isolate, Jeakle said.“Individuals can also expect to see individually packaged meals, instead of the cafeteria style-meal service we’ve traditionally provided in the past,” she said. “They may also see some health and behavioral health services provided virtually.”But what if there’s a widespread event, with tens of thousands of evacuations like in Northern California?In the early days of the fire in Santa Cruz County, several hotels filled up. The county had to urge tourists to leave so evacuees could get access to rooms.San Diego County has turned to the Mission Valley stadium site for mass evacuations, including during the 2007 Witch Fire. But that site is currently under construction, and emergency responders would need permission from the stadium’s new owner, San Diego State.Another option: the Del Mar Fairgrounds.The fairgrounds was used as a large animal shelter four times in recent history: 2003, 2007, 2014 and 2017. But in 2007 it also hosted people, and Jeakle said the county had been in recent talks with the venue.Determining which site -- or sites -- will serve as an evacuation shelter will be based on several factors, including the size and severity of the emergency, Jeakle said.“We’re certainly here to serve if and when we’re needed,” said Del Mar Fairgrounds marketing director Jennifer Hellman.Hellman said the fairgrounds would have procedures in place requiring mask-wearing, social distancing and increased cleaning, and there would be hand sanitizer stations deployed throughout the site. 3325

SAN DIEGO (KGTV) - In a downtown courtroom on Friday afternoon, attorneys battled over a request to halt the shutdown orders for San Diego bars, restaurants, and gyms.Attorney Bruno Katz is representing a group of local businesses like Cowboy Star restaurant and Bear Republic Crossfit gym, which are seeking an emergency injunction. He told the judge, “What I do want to say, your Honor, is that the temporary restraining order is based on data. It’s based on facts. It’s based on science and it's based on the state not showing why it has targeted these industries when the science and data doesn't support it.”The state argued that the damage to businesses pales in comparison to the damage on human life. “There's nearly a thousand dead San Diegans and the numbers are getting dramatically worse and have been for the last couple of weeks,” said state Deputy Attorney General Jonathan Eisenberg.Restaurants and gyms were open for indoor operations with limited capacities under the red tier. However, last Saturday’s move to the purple tier forced them to shutdown indoor services completely and move outside. They're suing Governor Newsom and San Diego County, arguing that the closures go against their rights and are causing financial devastation.The suit was filed on behalf of all restaurants and gyms.Local owner of The Studio SD fitness studio Rachel Racz spoke to ABC10 News before Friday’s hearing. She told ABC10 News in part, “It's been rough to shut down business again when people were feeling normal and then we see the County of San Diego's Department of Health say that gyms are only point .4% of cases in San Diego and it's really frustrating as a business owner where we have these ebbs and flows- where we can be open and then we can’t.”Superior Court Judge Kenneth J. Medel stated that he would have a ruling by 5 p.m. on Friday. If not, he said he would issue his decision on Monday. 1916

  

SAN DIEGO (KGTV) -- It's not unusual to collect Christmas decorations year-round, but using them to cover every inch of a late model Dodge Caravan is pretty unique.He's known to many as the "Christmas Man of San Diego," whose van conversion continues to turn heads and spark smiles — no matter the season or social distance."He's a trans-dimensional emperor of over a google-plex of universes," said Larry Bogaert, as he stands with his pet parrot, Emerald Eagle, on his forearm. "I'm his Prime Minister and his daddy."In his mid-60s, Bogaert is a man with a big imagination who loves to share tales, turning his late-model Dodge Caravan into a storytelling canvas."I have Peter Pan, Wendy, Tinker Bell and the Boys going to Never Never Land," Bogaert shares.Almost every square inch of his vehicle features his own hand-drawn depictions of famed children's stories, mostly from English literature."And then I have Fezziwig's warehouse here," Bogaert says, pointing to various images on the car. "If you remember Scrooge did his apprenticeship at Fezziwig's.""For some things, I have a plan in mind, but other things as I buy things or acquire things you think, Oh, I can use that on the castle," Bogaert says, pointing to the roof of the vehicle which is covered by a towering display of church-like spires and angels. The hood is plastered with its own 3-D display of a miniature snow-covered town. And the sides of the van are covered in paint pen drawings all by his hand.The vehicle is a head turner and as we talk to Bogaert a couple of bicyclists stop to take pictures. Bogaert waves: "Thanks!" he says, before turning back to our camera, "99.9% of the time people give me the thumbs up. I've even had cops drive by and give me the thumbs up."Though, Bogaert admits there have been a few tickets over the years concerning visibility issues. But the former bus driver insists he's very good at using his side mirrors. Besides that, his inspiring creation has proven a good defense."One time the judge threw it out of court because she said her kids loved my car. She said case dismissed," he recalls.Another woman stops by on foot, "I like it. I think it's a positive message and we certainly need that now more than ever."Uncertain times for many, and Bogaert can relate to the feeling."With the coronavirus going on you should see how many people cheer my car because it's just something uplifting during these times," says Bogaert. "I like to be optimistic with the car. I like to be optimistic for myself if I can be. But I do get depressed."Underneath a kaleidoscope of ornaments inside the van, there is a snug space, where Bogaert sleeps, as — for the moment — this is his home."I bought a grocery store up in Crescent City. I always wanted to live in the redwoods," Bogaert said.He says that business venture years ago didn't go as planned, and the financial ramifications remain. But he doesn't dwell, as he focuses attention on another part of the van.After all, he and Emerald Eagle have a "google-plex of universes" to run. And they are, apparently, ever-expanding."I am adding more towers and a few more parts to it. I have some stuff inside that will go on in the next week or few days," said Bogaert. 3229
