Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. If the average debt-to-income ratio did not meet government standards, the school's federal funding would be revoked.The announcement comes?two weeks after DeVos said she would replace the "borrower defense" rule that aimed to help defrauded students seek debt relief.Together, the two rules were an important part of the Obama administration's crackdown on for-profit colleges like Corinthian and ITT Tech, which were accused of defrauding students and eventually shut down. Corinthian was fined million by the Department of Education for overstating job placement rates and was accused of preying on low-income people with high-interest loans. When ITT Tech abruptly shut down in 2016, it left 35,000 students without a degree and many of those who had completed their program found their degree was worthless because the program didn't have the correct accreditation.DeVos froze the two rules?more than a year ago so that they could be reviewed and to make sure they would actually help harmed students, she said at the time.In 2017, before DeVos was sworn into office, the Department of Education said that 800 programs serving hundreds of thousands of students failed the accountability standards because grads' loan payments were more than 30% of their discretionary income and more than 12% of their total earnings.About 98% of these programs were offered by for-profit colleges, the department said. (KGTV) -- Leaders with SANDAG, North County Transit District, and the chair for California's Transportation Committee met Friday off 7th Street in Del Mar to get a closer look at their bluff stabilization 0 million project, now 20 years in the making. Additions include sea wall improvement and a drainage system that runs parallel to the train tracks.NCTD Executive Director Matt Tucker said "We feel really confident. It'll secure the bluffs to allow continued safe movement on the corridor and it'll give time for the exact project we want to pursue and gain, to allow funding for a permanent solution."Natural disasters like heavy rain are a big concern that would cause tracks and bluffs to crumble down. After countless collapses in the past, beachgoers like Chris Smith, are often worried.Smith told ABC 10News, "I feel comfortable but in the back of my mind you know something could always happen." He also said awareness by leaders is a plus but the tracks should be moved entirely. "With the impact to what the train is providing to the cliff, at some point there's gonna be a negative impact to it," Smith added.Leaders said the new additions will buy them about 30 years, to plan a more permanent solution which could involve moving tracks into a tunnel system.Phase 5 of the project is slated to begin next summer, while plans for phase 6, the final phase, is still in the works. 1419

(KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold.The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion.But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board.The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails.The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

(KGTV) -  Race horse Irish Spring died after falling during the last race at the Del Mar Racetrack Saturday evening.Jockey Corey Nakatani was riding him while Geovanni Franco was riding Bitter Ring Home, who tripped over Irish Spring.The jockeys were both alert and talking but were taken off the track in neck braces as a precaution, said Mac McBride with the Del Mar Thoroughbred Club.McBride said Irish Spring fell after clipping heels with a horse that cut in front of him during the final stretch of the race. Bitter Ring Home then tripped over Irish Spring but did not appear to be injured.After the accident, the jockeys were lying on the grass near the inner rail. A horse ambulance and a regular ambulance were immediately brought onto the track.  825
