SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. SAN DIEGO (KGTV) — In a typical year, California teachers spend an average of 4 of their own money on classroom supplies, but with districts preparing for distance learning this fall, educators are facing a different set of expenses.In the Vista Unified School District, 5th-grade teacher Keri Avila said she had to create a home office, starting with upgrading her internet.“I think in the beginning it was an oversight. The schools did a really good job making sure students had connectivity and I think you expect teachers would have the connectivity they need. But a lot of us didn’t,” said Avila, who is also the vice president of the Vista Teachers Association.Many teachers in the South Bay Union School District had to upgrade their internet bandwidth, especially with other family members working from home simultaneously, said Vanessa Barrera, a 3rd-grade teacher, and president of the Southwest Teachers Association.In a survey at the beginning of the pandemic, 1% of the teachers in her district said they had no internet at all. Twenty-five percent said they lacked a home office workspace, she said.Although districts provided laptops for educators, some teachers purchased office furniture, web cameras, specialty applications, and other equipment to facilitate lessons.“In our district, we were just provided with our laptop," Barrera said. "We were not allowed to bring home the printers, document cameras, Elmos.”An Elmo is similar to an overhead transparency projector that connects to a computer. SAN DIEGO (KGTV) — It's been 25 years since President Bill Clinton approved Operation Gatekeeper, the measure focused on the issue of immigrants crossing the border illegally — specifically the San Diego sector.Two key parts of Operation Gatekeeper were surveillance equipment and enforcement infrastructure, like walls and fences. Twenty-five years later, Border Patrol Agent Theron Francisco tells 10News, "Before Gatekeeper this area was in utter chaos, agents were apprehending 1,000 per shift. We had hundred of thousands of apprehensions a year." It's a measure that Francisco says paved the way for Border Patrol today."It's absolutely night and day from where we were back then," Francisco said.Tuesday, those against Operation Gatekeeper held a rally. Former Border Patrol agent Jenn Budd tells 10News, "That was the whole purpose, to push them out here to make it more difficult and dangerous for them to cross. I didn't want to be a part of it but its something I have to admit I was a part of."Budd tells 10News, it's partly why she left Border Patrol, "I left because I felt the policies we were enacting were killing people and what we were representing to the public wasn't the truth." Meantime, Border Patrol agents say it's only helped increase San Diego safety."The days are gone where illegal aliens are running through people's backyards trying to hide from Border Patrol," Francisco added. SAN DIEGO (KGTV) — It's the final countdown for the San Diego Zoo's remaining panda bears.The zoo has launched a three-week farewell celebration for 27-year-old giant panda Bai Yun and her son, 6-year-old Xiao Liwu, before the two are repatriated to China this spring. Now, a growing number of residents are saying goodbye to cable and satellite, and subscribing to more affordable streaming services. "Really for us, I just felt guilty flipping through those channels all the time because I knew we're paying for them, but at the same time if it's not Game of Thrones we're not really watching anyway," said Jason Stump, who got rid of cable about four weeks ago. Stump, who lives in La Mesa, kept his cable for years because he feared not being able to watch live sports. But everything changed when he discovered that YouTube TV offered Fox Sports San Diego, which carries the Padres, four versions of ESPN, and the local channels. The price tag? a month, down from the 0 he was paying monthly for cable. "We work hard to make sure customers are paired with the services that they want and need," the company said in a statement. "With other services, you may need multiple subscriptions, additional hardware, inputs and passwords which are often inconvenient and provide less programming choices at potentially the same or increased cost, depending on how many subscription services you need to get all the content you want."Still, there are drawbacks to cutting the cord. Willcox said cable is convenient and reliable. For instance, streaming services can lag or crash during highly watched events like the Super Bowl or a Game of Thrones premier.
