XIANGNING, Shanxi, July 2 (Xinhua) -- Eight miners trapped for 35 hours in a flooded colliery in north China's Shanxi Province were saved early Friday, rescuers said. One miner is still missing.The eight survivors were taken to hospital for treatment. They are in stable conditions, said Li Youcai, deputy chief of Shengping Coal Mine Workers' Hospital in Taitou Town.They are expected to recover and be discharged from hospital in one week, Li said.The first four survivors were rescued and sent to hospital at around 2:30 a.m.; the other four miners were helped out of the pit at around 4:10 a.m., rescuers saidThe eight survivors were known to be alive and had been in close contact with the rescuers via phone after the Shengping Coal Mine in Jixian County where they worked was flooded with torrential rain water Wednesday.The accident happened at around 5 p.m. when 23 miners were performing repair work underground. Fourteen miners managed to escape.Rescuers were still trying to find out the whereabouts of the last missing miner, who lost contact with the others after the flood.The Shengping Coal Mine, owned by the Shanxi Coal Transportation and Sales Group Co., Ltd., has an annual output of 900,000 tonnes.

TASHKENT, June 9 (Xinhua) -- Chinese President Hu Jintao on Wednesday pledged efforts to enhance cooperation with Uzbekistan when meeting here with his Uzbek counterpart Islam Karimov.The two leaders also exchanged views on prospects of bilateral ties and on international and regional issues of common concern.Hu hailed the development of Sino-Uzbek ties since the two countries announced the establishment of friendly and cooperative partnership in 2004.China highly appreciates Uzbekistan's continued and firm support in issues concerning China's core interests, said Hu. BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.
