PHOENIX, Ariz. -- New witness video shows Phoenix police pinning down a 28-year-old man on a scorching summer street just minutes before he became unresponsive and died.Ramon Timothy Lopez was the father of two children, including a newborn baby. She felt the first officer was overly aggressive toward Lopez."[I] felt he was using a lot of force to slam his body into the ground," the woman said. "The gentleman seems like he was still struggling, but at that point, it seemed like he just didn’t want his face smashed on the asphalt. It was super hot.”Minutes earlier, police were dispatched to a report of a man looking into car windows in a nearby parking lot. Phoenix police say Lopez saw the officer approaching him when he ran into a liquor store, threw a drink at the officer, and ran away into the road."The officer was by himself and when he grabbed hold of Lopez, they both fell onto the hot asphalt and both could have been struck by vehicles on 51st Avenue," Sgt. Mercedes Fortune said in an email to KNXV.Once other officers arrived, "Ramon refused to cooperate and continued to kick and pull away from officers," Fortune added.The witness video, from the moving car, showed one officer holding Lopez's feet to the ground. A second officer appeared to kneel on Lopez's back and a third officer was crouching near his upper body. It's unclear whether he was also on top of Ramon."He did have his left knee in the midst of his back and shoulders," the witness said. "[The officer] had [Ramon's] arms pressed against the tops of his shoulders and his legs were actually on his hand, so at that point, [Ramon] was restrained, and [the officer] was still put in quite a bit of force."Lopez appeared to be holding his head off the pavement, but he was not moving otherwise. Police said they found no drugs or weapons on Lopez.Police say they put Lopez in the back of a police car before he became unresponsive. He was taken to the hospital and pronounced dead."Officers did not place their knee(s) on Ramon's neck and at no time was his airway obstructed," Fortune said. She added that Ramon was laying on the roadway for a minimal amount of time.Asphalt on a 100-degree morning in Phoenix can become hot enough to cause serious burns on human skin.Fortune also said it would be "highly irresponsible" to assume the cause of death. According to the Maricopa County Medical Examiner website, the autopsy results are still pending.The witness who spoke to KNXV said she also called the Phoenix Police Department to report concerns about what she saw. She said a sergeant returned her call."He let me know he reviewed the body cam and didn't see anything that I was reporting," she said. The victim was unlocking his vehicle when an unknown Hispanic male walked up behind him and placed a "cold, metal object" against the back of his head.The suspect demanded the keys to the vehicle in Spanish and the victim complied. PHOENIX — Phoenix Mayor Kate Gallego says one area hospital is nearing capacity in its morgue and may be requesting refrigerated trucks. The morgue at the Maricopa County Medical Examiner's office is also reportedly near capacity.Gallego said Friday morning that officials are looking at an option to prevent problems at the Phoenix-area Abrazo Health Hospital."It's specific just to one area…this is not a statewide problem," Gallego said. "Maricopa County... is looking at everything they can do."Abrazo Health later issued a statement saying that they have "adequate" morgue space, but are taking "proactive" steps to ensure they have overflow morgue space if needed.Gallego added that "we are losing too many Arizonans." She also urged Arizona Gov. PARK COUNTY, Colo. — A Discovery Channel reality show about gold mining is dividing the small Colorado mountain town that provided its setting — even as the show plans to move on. The show “Gold Rush” turned a small old mine in Fairplay into a much bigger operation. Fairplay is located about 85 miles southwest of Denver. Producers of “Gold Rush” said they will not return to Park County, but the residents say they are still feeling the impacts and worrying about future expansion."It's hard to describe what a four-foot boulder sounds like getting dropped into metal," said Jamie Morrow, whose home is about a quarter of a mile away from the mining operation. Morrow and her family purchased their property before the reality show began — when the mining in town was minor and mostly unobtrusive.  "It was quiet. It didn't make a lot of noise and was a small two or three man operation," Krissy Barrett, who also lives in the county, said. Some citizens in Fairplay have filed lawsuits seeking to reverse rezoning approved by county leaders that converted residential land into mining areas. Even though “Gold Rush” is moving on, residents are still fighting in court. They say large mining equipment remains in the area.Some residents say they’re worried the mining operation will continue to grow.  "Me and a bunch of other of our folks said we can't allow this because if they can rezone that parcel from residential to mining, they can do any parcel. They could rezone next door to us, next door to anybody," Barrett said. Leaders of the small town have embraced the national attention the reality show brings. "We've had a huge uptick in visitors coming to the visitors center. A lot of them are expressing their desire to go out and see the show, the mining," Fairplay town mayor Frank Just said. Some residents said the show’s presence in town was positive. Keith Wortman said he made extra money renting a home to the crew. A server in a local restaurant said the location got more business when production was happening. "Pretty exciting to have a big show come to town," bartender Melissa Mcaninch said. But opponents argued the town’s mountain beauty is also a big draw, and that beauty could be impacted if mining continues to expand. "The population that comes up here to look at the beauty, to enjoy the beauty, is way bigger. We believe the overall economic impact from our maintaining our aesthetics here is way bigger than a small TV show and way longer lasting. You know gold mining is a boom and bust," Barrett said. The town’s mayor said mining has been around in Fairplay since 1856 and it’s here to stay. “I'm sure a negative effect on some of the folks that were the closest to the mine, but all in all, those folks [the miners] have a right to do what they've done," Just said.  2958
