NEW YORK (AP) — A judge has denied President Donald Trump's request that the United States replace him as the defendant in a defamation lawsuit that alleges that he raped a woman in a Manhattan luxury department store in the 1990s.The decision Tuesday by U.S. District Judge Lewis A. Kaplan came after the Justice Department argued that the U.S. and by extension American taxpayers should replace Trump as the defendant in the lawsuit filed by E. Jean Carroll. The judge ruled that Trump's public denials of the rape allegation came outside the scope of his employment as president. The Washington Post obtained Kaplan’s 59-page ruling, which said Trump didn’t qualify as a federal “employee” and that he wasn’t acting “within the scope of his employment” when he denied Carroll’s rape allegation during 2019 interviews.During those interviews, Trump claimed Carroll was “totally lying” to sell a book and denied ever meeting her, though they were photographed together in the late 1980s.Carroll’s lawsuit claims the president harmed her reputation when he denied the allegation and branded her a liar, The New York Times reports. 1136

New charges were filed late Friday against former Trump campaign chairman Paul Manafort in the special counsel investigation.Prosecutors allege that Manafort, with the assistance of longtime business partner Rick Gates, "secretly retained a group of former senior European politicians to take positions favorable to Ukraine, including by lobbying in the United States."The new indictment came less than two hours after Gates pleaded guilty to two criminal charges in federal court and pledged to cooperate with special counsel Robert Mueller's investigation of Russia and the 2016 presidential election.Prosecutors say Manafort orchestrated a group of former European politicians, called the "Hapsburg group," to pose as independent voices. Yet they covertly pushed positions favorable to Ukraine as paid lobbyists. Manafort used offshore accounts to pay the former politicians 2 million euros.Manafort also allegedly used million from an offshore account to fund a report on the trial of a political opponent jailed by his clients. A lawyer involved in the report -- Alex van der Zwaan -- pleaded guilty to lying to investigators earlier this week. The new charges, which sweep up some information Gates has conceded to investigators and other information in charges filed Thursday in Virginia federal court, include money laundering, foreign lobbying violations and making false statements.Manafort has pleaded not guilty and maintains his innocence.Gates admitted in a guilty plea Friday that he and Manafort had sent letters to the Justice Department in November 2016 and last February that falsely asserted they hadn't lobbied on behalf of Ukraine in the United States. The federal investigation into their lobbying work began in September 2016, about a month after Manafort left Trump's campaign. The new indictment also removes Gates from the charges, and also removes several counts from the original October indictment. In total, Manafort now faces five federal criminal charges in Washington, including money laundering and foreign lobbying violations, and 18 federal charges in Virginia, largely related to alleged bank fraud.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. xecutive director stepped down in November. The slow restoration of power has been cited by residents and some researchers as a factor in dozens of deaths occurring after the storm. The family of one man says he died from a pulmonary disease in January because they couldn't afford to power a breathing machine that helped keep him alive.Federal officials have said restoration efforts have been slowed by the island's remote location and the poor condition of its infrastructure and roads. FEMA Federal Coordinating Officer Michael Byrne said in June that the agency has improved its response efforts since Hurricane Maria and has more relief supplies, including generators, on hand this hurricane season.The-CNN-Wire 2047

NEW YORK CITY — Police are looking for two suspects they say attacked a woman who asked them to put on masks in a Brooklyn subway station.Authorities said the assault occurred inside the Atlantic Avenue-Barclays Center station last Friday afternoon.According to the NYPD, as a man and a woman were about to get on a station elevator, the 60-year-old victim asked if they could wear a mask if they wanted to ride the elevator with her.According to police, the pair refused. Surveillance video shows the two try to forcefully push past her. When the woman tried to prevent them from getting on the elevator with her, the two suspects hit her repeatedly in the face and body, authorities said. The male and female then fled the scene.Police said the victim suffered bruising to her face and pain to her legs. She was taken to a nearby hospital where she was treated and released. The male suspect is between the ages of 16 and 20 and was last seen wearing a black knit cap, a black coat, gray pants, and a light-colored backpack. The female suspect is also thought to be between the ages of 16 and 20 and was last seen wearing a black-and-white sweater, dark-colored pants, and carrying a black backpack. This story was originally published by Mark Sundstrom on WPIX in New York City. 1285

Northwestern University in the Chicago suburb of Evanston was under a lockdown order for nearly an hour after reports came in Wednesday afternoon of a person on campus with a gun and shots fired. It turns out that the whole incident was a hoax. According to ABC News, an Evanston Police official said that the report was a swatting incident. The emergency call to police claiming there was a gunman on Northwestern's campus came from out of state.  Swatting pranks have been taking place in recent years involving a call to police prompting a SWAT unit to respond to a person's home. The prank sometimes end up being deadly. In December, a 28-year-old Kansas man was shot and killed by police after a prankster claimed the man was holding his family hostage after shooting his father. When police arrived, the man reached for a waistband, causing police to kill the man. It turns out he was unarmed, and the call came from 1,400 miles away. Northwestern University originally reported that a person with a gun was located near Engelhart Hall. Evanston Police said that several streets nearby were closed. After an initial search, Evanston Police said they could not find any victims, gunmen or crime scene. Students and employees were being told to seek shelter around 2:40 p.m. local time. An hour after the initial lockdown order, Northwestern said that only those in Englehart Hall remained in shelter. An all clear was given shortly after 4 p.m. local time.  1540
