SAN MARCOS (KGTV) -- Since CSU San Marcos student Adrianne McWilliams was young, the service was always near and dear to her heart."My dad was active duty for 20 years, so the first few years of my life I moved around a lot. When I was in elementary school, my mom started working for the Marine Corps," McWilliams said.When she found out that those coming home from deployment wouldn't get the staple celebration she remembered as a child, McWilliams wanted to take matters into her own hands."It just kind of made me think about how when I was really young and my dad was deployed, whenever he came back there was always that big homecoming moment," McWilliams told 10News.She created thank you and care packages for those returning home from duty."I'm doing everything I can to make sure that there's at least a little handwritten note on it that says 'welcome home' and 'thank you for your service' so at least they get that little bit of homecoming that they'd get if this were under usual circumstances," McWilliams added.She included basic essentials like toiletries and snacks, something she said they could use since many of them have to self quarantine for two weeks before reuniting with family."Our Marines that are coming home do deserve a special homecoming. Coming home after a long deployment then having to quarantine is not an ideal situation," said McWilliams.McWilliams gathered gifts and donations thanks to friends, family and community members, all from word of mouth and social media. Her first batch was given to 35 returning members."I've always liked giving back but when it's something I'm passionate about and have a personal connection to, the motivation is a little stronger and it's something that hits closer to home," she said.On June 2, 50 packages will be given to another group of returning members. SAN MARCOS, Calif. (KGTV) - Several people in a San Marcos gated community have reported being targets of package thieves, according to one victim who spoke with 10News. The Sheriff's Department is looking at surveillance video, which appears to provide several leads.Mikayla Manos says a package was sent to her home on Almond Drive Friday.  Manos is a mentor for foster children. The package contained the personal items of one of those children, which she was asked to deliver to him.  When Manos arrived home, she did not see the package.Manos checked with her next-door neighbor, who has a surveillance camera. Video from Friday afternoon shows a girl walking past Manos' home. She turns and points toward Manos' porch and can be heard saying "get it".The video shows what appears to be a boy picking something up from Manos' porch, although the package cannot be clearly seen from the camera angle. At least two voices can be heard off camera. One is heard saying "I can't wait to wear these to school tomorrow." Manos says clothes are among the items stolen.Manos says she knows of at least three other neighbors who were victims.  10News spotted an empty Nordstrom bag ripped open on one neighbor's porch, while another neighbor tells 10News someone stole items from his garage when he briefly left it open around the same time.Several package boxes were found dumped nearby, including Manos'. SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. SAN YSIDRO (KGTV) - Dozens of migrants filled out paperwork in Tijuana, getting ready to file for asylum ahead of the caravan.The Mexican city already flooded with migrants waiting for their turn to be processed at the San Ysidro Port of Entry.Lilia Velasquez, an Immigration Specialist and Lawyer, said the process could take months or even years. First, she said a group of about 10 migrants get a number. When they're called, they are processed and detained.It could take months to get to that step, which is why a group is given the same number. Velasquez explained many decide not to go through the process, or to find another way over the border.Next an agent is assigned to their case and conducts a credible fear interview, determining whether the migrant falls under 5 classifications; facing persecution for religion, ethnicity, nationality, political opinion, or being a member of a special group.READ RELATED:?First group of migrants from caravan arrive in TijuanaThen, the migrants face a judge. Whether or not they are granted asylum, the migrants then face another judge on charges for entering the country as a foreign citizen. SAN MARCOS (CNS) - Authorities reached out to the public Tuesday for help in identifying and locating a man suspected of starting a vegetation fire near a San Marcos place of worship last week.The blaze happened shortly before 11:55 a.m. on Dec. 10, at 1111 La Moree Road, south of state Route 78, according to the San Diego County Sheriff's Department.The fire burned roughly 100 square feet of vegetation near a Kingdom Hall of Jehovah's Witnesses, but firefighters extinguished the flames before any buildings were damaged, officials said.Investigators determined the fire was intentionally set and nearby surveillance cameras captured video and images of the suspect, described as a white man riding a mountain bike and carrying a brown backpack.
