Special Counsel Robert Mueller spoke publicly for the first after his office's two-year investigation into Russian meddling in the 2016 election.Mueller, who did not conclude the Trump campaign colluded with the Russian government, also declined to clear President Trump of obstruction of justice. "If we had had confidence that the president did not commit a crime, we would have said so," Mueller said. Mueller cited a longstanding justice department policy that a sitting president cannot be charged with a crime. It's based on an interpretation of the U.S. Constitution. In other words, Mueller laid out the evidence, but it's up to Congress to act through impeachment. Meanwhile, Trump has continued to fight congressional subpoenas in the wake of the investigation. "If he continues with this behavior, I think it puts us in a position where we're headed down that road," said Rep. Scott Peters, a Democrat who represents that 52nd district. "I'm concerned about the impression we leave if we don't do anything in the face of this behavior."Peters stopped short of calling for impeachment Wednesday, as did Democratic Congressman Mike Levin. Last week, Democratic Congressman Juan Vargas became the first San Diego lawmaker to call for removal from office. Rep. Duncan Hunter, the county's loan Republican representative in Congress, issued a brief statement Wednesday defending the president."The case is closed," Hunter said. "Let's move on."Glenn Smith, who teaches constitutional law at California Western in downtown San Diego, said the Justice Department's constitutional interpretation is controversial. He points to a clause that says the penalty for impeachment cannot exceed removal from office and future disqualification. It continues that a convicted party shall be liable to the full legal system."The justice department relies on the argument that there's something unique about the office of the president," Smith said. "Involving the president in criminal proceedings before he's impeached and while he's still a sitting president would uniquely disrupt the president."But Smith added the vice president and cabinet members can be indicted in office, so to say the president is unique is putting the president above the law. That's the counterargument to the Justice Department's policy. 2318

Since restaurants opened their doors to dine-in service, you may have noticed several different steps taken to create as safe as possible environment in the middle of the coronavirus pandemic. One of the ways is changing the way customers decide on their orders as they prepare to dine out, reports Denver7. Now, when you walk in to many restaurants you'll find a QR code on tables or at the front door.Just by putting your phone’s camera over that code, the restaurants menu pops up.President and CEO of SpeedPro, Larry Oberly, said the plan wasn’t to release this technology this year. The coronavirus sped up the process."We have set up signage outside and in the waiting area to get into the restaurant where the patron can see that they can actually download the menus onto their phones and then once they go to the tables they can go ahead and pull those menus up."General Manager at Cherry Cricket Ballpark, Samantha Taxin, said the way for people to pull up their menus is a success so far."It’s a safer way to pull up the digital menu. I’m barely printing menus so it seems to be really working for the public, to be able to pull that up. We have a few fresh ones that we print every day but we really haven’t had to use any," Taxin said. Some will call it a fad but for many restaurants, it’s technology that’s here to stay. This story originally reported by Ivan Rodriguez on thedenverchannel.com. 1413

Senate Majority Leader Mitch McConnell, R-Ky., said this week he is in favor of passing another round of economic stimulus for Americans, but suggested the funds be targeted to a smaller number of Americans.McConnell told reporters on Monday that the next round of stimulus funds should cover Americans making less than ,000 per year, which is far lower than the threshold for stimulus funds during the last round of aid, which many Americans received in April and May.Congress is currently on recess, but is expected to begin discussions on another round of aid when it reconvenes July 20.In May, House Democrats approved a stimulus plan, which included ,200 checks for those making less than ,000 a year. The House's bill has yet to be considered by the Senate, which had a few Democratic priorities the GOP are standing firmly against – funds for states to count mail-in ballots in the fall and a lack of liability protection for companies. Both McConnell and President Donald Trump have stated support for a second round of stimulus. Last month, in an interview with Scripps Washington correspondent Joe St. George, Trump endorsed providing a second round of stimulus funds."We will be doing another stimulus package, it will be very good, very generous," Trump told St. George on June 22.Trump wouldn’t divulge details on what a second round of stimulus funds would look like. 1398

Some first responders worry if current COVID-19 hospitalization numbers do not start falling, the general population looking for care might get turned away.Bed space in intensive care units is not available in several major metropolitan areas around the country, as more COVID-19 patients come in.Last week, 224 ICU beds in the Albuquerque, New Mexico were reported as occupied despite the availability of only 192 within hospitals that reported data to the U.S. Department of Health and Human Services.According to data from HHS, 1 in 3 Americans is living in an area where hospitals have less than 15 percent of available intensive care beds, and 1 in 10 Americans are in an area with less than 5 percent capacity.“It’s scary,” said Maria Pais, an RN Supervisor at University of New Mexico Health. “We’re scared.”Since March, Pais has been helping the hospital convert areas into ICU chambers so it can handle the influx of patients.“Social distance so we can get through this and so we can have the beds we need in this hospital to care for you and your family,” she said.“It takes a toll on everybody, because daily, as we come into work, we never know what we’re going to be doing,” added Patrick Baker, director of the hospital’s Rapid Response Team.“I don’t envy the providers who have to sit there and make the plans for if and when we have to determine who gets care and who doesn’t,” he said.Baker says surgery units have been converted into ICUs as UNMH has reached a point where emergency rooms are now seeing effects as well.“It’s not just affecting COVID patients,” said Baker. “COVID patients coming in is a big deal, but how would you feel if you had to go to the emergency room because you got in a car accident and you weren’t able to be seen?”And the issue is not just affecting people coming into these hospitals but the men and women tasked with keeping them running.“Staff to take care of the patients in the beds is more likely the limiting resource that we have,” said Barclay Berdan, CEO of Texas Health Resources, which oversees the Dallas-Fort Worth area. According to the newest numbers from the Department of Health and Human Services, 93 percent of ICU beds are occupied in the Dallas region, straining the limited number of nurses, doctors, and pharmacists who tend to them.Berdan says it means the need for more trained staff as well as the possibility of transferring patients to hospitals that might have more room, but might be out of the patient’s network.“Wear a mask, wash your hands frequently, stay out of crowds,” he said.It has led these first responders to repeat what we have heard so many times before in an effort to avoid a situation that is worse than the one we are currently in.“There’s a real possibility that you show up somewhere to get care if you get in that car accident, and they say, 'Sorry, we can’t help you,'” said Baker. 2890
