Bernie Sanders unveiled his plan Monday to eliminate .6 trillion in student loan debt for about 45 million Americans. The "College for All" act would make two- and four-year public colleges tuition-free and debt-free, and trade schools and apprenticeship programs would also be tuition-free.The program would cost .2 trillion to implement. How will the money be raised? According to the plan Sanders laid out, it will include a 0.5 percent tax on stock trades (or 50 cents for every 0 worth of stock), a 0.1 percent fee on bonds and a 0.005 percent fee on derivatives — so, essentially, a new tax on financial transactions. The Vermont senator's office says the plan would raise .4 trillion over the next decade. But while the nationwide total for student loan debt is about .6 trillion, according to the 827

AUSTIN, Texas (AP) — Orders by the governors of Texas and Ohio to stop all non-essential surgeries in those states have unleashed a new battle over access to abortions during the coronavirus pandemic. Texas Gov. Greg Abbott issued a statewide order Sunday to curb the use of medical supplies hospitals will need as they prepare for escalating infections in the spreading of COVID-19. The order bars hospitals from performing surgeries unless the patient faces an immediate risk for “serious adverse medical consequences or death." An Abbott spokesman confirmed that would cover abortion in most cases. In Ohio, clinics, abortion rights groups and some state lawmakers pushed back, saying abortions are both essential and time-sensitive. 748

An Australian man who was injured in a volcanic eruption in New Zealand more than a month ago has died, becoming the 20th victim of the disaster, officials said Monday.Paul Browitt and his two daughters were caught in the Dec. 9 eruption on White Island. The body of Krystal Browitt, 21, was among six recovered from the island in the days after the eruption.Paul Browitt and his daughter Stephanie Browitt, 23, survived the eruption and were transferred to Alfred Hospital in their hometown of Melbourne three days after the disaster.A police statement confirmed Paul Browitt died on Sunday night as a result of injuries from the eruption. A hospital statement said he had been critically ill.Maria Browitt, the wife and mother of the victims, had remained on a ship while her family took a day trip to the island.Of 23 victims who remain in hospitals in New Zealand and Australia, at least five are listed as in critical condition, health authorities said. Authorities won’t comment on the conditions of two victims in Sydney at the request of relatives.Alfred Hospital said it was continuing to give specialized burn care to two volcano victims transferred there. They are Stephanie Browitt and Lisa Dallow, 48, of Adelaide. The hospital said one of the patients was in critical condition and the other was in stable condition. The hospital would not say which of the women was critical.Dallow’s husband Gavin Dallow, 53, and daughter Zoe Hosking, 25, were killed on the island.White Island, also known by its Maori name, Whakaari, is the tip of an undersea volcano about 50 kilometers (30 miles) off New Zealand’s North Island and was a popular tourist destination before the eruption. Many of those killed and injured were from the Royal Caribbean cruise ship Ovation of the Seas. Many people have questioned why tourists were still allowed on the island after New Zealand’s GeoNet seismic monitoring agency raised the volcano’s alert level on Nov. 18 from 1 to 2 on a scale where 5 represents a major eruption, noting an increase in sulfur dioxide gas, which originates from magma.New Zealand authorities are investigating the circumstances around the disaster. The volcano remains at an alert level of 2, indicating moderate to heightened unrest. 2262

As Puerto Rico prepares for a direct strike from Tropical Storm Dorian on Wednesday, the east coast of Florida could see Dorian make landfall as a hurricane this weekend. According to the forecast track published by the National Hurricane Center late on Tuesday, Dorian is expected to come ashore Sunday night as a hurricane, possibly along the Florida east coast. The coast of Georgia is also in the path of Dorian. Before Dorian reaches the continental U.S., it will pass by Puerto Rico on Wednesday. As of late Tuesday, Puerto Rico is under a tropical storm warning and hurricane watch.Heavy rain is expected for all of Puerto Rico, with some areas receiving 8 inches of rain on Wednesday. The National Hurricane Center warns that flash flooding could occur in Puerto Rico. What Dorian does after passing Puerto Rico is somewhat of a mystery. While Dorian likely will weaken slightly due to land interaction with Puerto Rico, there are questions of how strong Dorian will be before it reaches the U.S. The National Hurricane Center said its forecast is more conservative than some of the forecast models, noting that the models have been inconsistent on forecasting Dorian's intensity. 1200

BOULDER, Colo. — Employees at the Boulder County Hazardous Materials Management facility have seen quite a few changes over the years. The facility acts as a collection for the hazardous materials people use in their households. The center collects, separates and then safely disposes of chemicals, batteries and other items that are too dangerous to simply throw away.“Cleaning products, garden products, pool and spa chemicals, things like that,” program manager Shelly Fuller said. The list of items the facility accepts is quite long.“Latex paint, any cleaning products from your home, fluorescent lightbulbs — a lot of times you’ll have the four-footers or even the curly cues that are CFLs, so they all contain mercury,” Fuller said. "Pesticides, herbicides, rodenticides, fungicides, oil and antifreeze.”Fuller has been working at the facility for about six years and has been working with hazardous waste management for about 10 years. She said she’s seen some interesting items pass through the facility over the years.“We had some breast implants come in because of the silicon and formaldehyde they were in. We had snakes that someone had picked up off of the side of the road and wanted to keep as a specimen. Last year we got a jar of teeth,” Fuller said.Lately, though, employees at the facility have been dealing with a new challenge — vape products have been coming in by the pound.“In the last couple months, we’ve received about five pounds of e-liquid. This year, we’ve already received 40 pounds of batteries from vaping devices,” Fuller said.Vaping is becoming a more popular trend across the country. A 1634
