SAN DIEGO (KGTV) -- The city of San Diego has turned to two community leaders to assist with gang prevention and improve communication between police and the community.Mayor Kevin Faulconer on Tuesday announced the hiring of Rev. Gerald Brown to oversee police-community relations, and Pastor Jesus Sandoval to lead its commission on gang prevention."At age 16 I had been shot and stabbed, didn't think I would make it to 18," said Sandoval, once in a gang himself. "Since then I've been dedicating my life to helping other people."Brown will take over the Citizens Advisory Board on Police-Community relations, which meets monthly at various locations in the city. He said he is already working on arranging for clergy to spend 10 hours a month with police.Brown also wants to make himself accessible to the community and says he will bring concerns directly to the chief of police. "Really focus on how do we bring communities together? How do we bridge that gap, especially when working with African American community and law enforcement, find ways we can seek peace," he said. But some say the city needs to do more. Kate Yavenditti is a member of Women Occupy San Diego, which is seeking more police oversight. She said she has been attending the police-community relations meetings for about two years and hasn't seen many results.She said she would like the groups to be more than just advisory."So they can send recommendations up to the mayor and the mayor doesn't have to make any changes, and that's pretty much what's been happening," she said.The police-community relations board next meets 6 p.m. Monday at the Taylor Branch Library in Pacific Beach.    1706

SAN DIEGO (KGTV) — The leader of a maritime smuggling ring operating in San Diego and Baja California has been arrested, according to officials.Guillermo Barba, 29, was arraigned Thursday and charged with conspiracy to bring in illegal aliens for financial gain and conspiracy to transport illegal aliens for financial gain, according to the Office Of The United States Attorney Southern District Of California.Barba is accused of being the leader of a smuggling ring based out of San Diego and Baja California, in which panga boats, pleasure crafts, and multiple load vehicles were used in maritime smuggling. Officials say the ring is believed to be responsible for at least 25 smuggling events since November 2017."In addition to undermining this nation’s border security, smuggling on the ocean is extremely dangerous for the individuals being smuggled," said U.S. Attorney Robert Brewer. "Barba’s arrest and the dismantling of this alien smuggling group is the product of outstanding federal and international law enforcement cooperation."Barba is scheduled for a detention hearing on Aug. 4.If convicted, he could face a mandatory minimum of three years in custody and up to 10 years in prison. 1208

SAN DIEGO (KGTV) — Sunday, San Diego County health officials reported 568 new coronavirus cases and three new community outbreaks, including one at a preschool.The county's new cases were out of 8,943 reported tests, a 6% positive rate, and brought the region's total to 23,682 cases.The three new community outbreaks were reported in a restaurant/bar, in a manufacturing facility, and in a preschool, the county said. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger.
