SANTO DOMINGO, Jan. 11 (Xinhua) -- The Dominican Republic and Haiti Wednesday launched a joint plan aimed at eliminating cholera, which has claimed more than 7,000 lives in both countries since October 2010.The efforts were backed by the World Health Organization (WHO), the Pan American Health Organization (PAHO), and the United Nations International Children's Emergency Fund (UNICEF), Dominican officials said.The plan, "Call to action: the Hispaniola without cholera", aims to improve sanitary and living conditions of the Haiti people who face herculean reconstruction work following a devastating earthquake in the country on Jan. 12, 2010, that killed 220,000 people and displaced over 1 million.Cases of cholera, an infection that causes severe diarrhea that can lead to dehydration and death, first appeared in Haiti in October, 2010.The epidemic has so far killed more than 7,000 people and left nearly 500,000 more sick in Haiti.It also killed 135 people in the Dominican Republic as of September 2011, according to Dominican health authorities.Some 500 million U.S. dollars will be invested in projects related to sanitization and the construction of infrastructure that has to do with waterworks in both nations in the long term.

SAN FRANCISCO, Dec. 29 (Xinhua) -- The United States Patent and Trademark Office on Thursday published a patent application from Apple related to face and presence detection for iOS devices, which is expected to be one of the next chapters for mobile security.According to AppleInsider, a news and rumor website focusing on Apple, the patent is entitled "low threshold face recognition" which is a low-computation solution for quickly and accurately recognizing a user on iPhone, iPad, iPod Touch and MacBook.Patently Apple, a blog focusing on Apple's latest intellectual properties, said that iOS devices would acknowledge the presence of the potential user by turning on the display and then trigger a subsequent process for recognizing the potential user's face.Currently, most face recognition systems tend to be robust ones working in various lighting conditions, orientations, scale and etc., which will require computing resources and drain battery life. There are also security-type face recognition systems working under controlled lighting conditions which could be ineffective due to factors like proximity of the user to the camera.Google's latest Android 4.0 operating system, codenamed Ice Cream Sandwich, already features face detection. But it is reported that the feature doesn't always work and can be bypassed by using a photograph of the phone's owner.Apple's solution would reduce the impact of lighting conditions and biometric distortions on an image, said AppleInsider, citing the filing. Apple said it would rely on a "high information portion" of a human face, such as eyes, mouth or the tip of a user 's nose.The "likely presence" of a human face in front of the camera would be captured through an "orange-distance filter" which would also be used to detect the potential user's skin tone and measure the distance of their face from the camera.Meanwhile, iOS devices could also be set to recognize faces of multiple users, presenting each user with a personalized configuration.According to AppleInsider, the patent application was first filed by Apple in June, 2009.Analysts said that the proposed technology could be Apple's next big innovation as it has record of redesign and give its unique appeal to products that have not caught on with the general public.

SHANGHAI, Dec. 9 (Xinhua) -- China's homegrown C919 large passenger plane has finished its preliminary development review and entered the development phase, a senior executive of Commercial Aircraft Corporation of China Ltd. (COMAC) in Shanghai said Friday.An expert team of the C919 project has approved the overall preliminary development review (PDR) of the passenger jet, said Jin Zhuanglong, president of the Shanghai-based COMAC.It is expected that the manufacturing process for the components of the prototype will begin by the end of 2011.COMAC signed a deal to sell 20 C919 large passenger planes to China Aircraft Leasing Company Limited (CALC) on Thursday.Up to now, the users of C919 large passenger planes have reached 10 and total orders amount to 215 units.COMAC said earlier it would develop both 168-seat and 156-seat models of the jet, with more models to be developed in the future.It also said that test flights for the single-aisle C919 were scheduled for 2014, and delivery is slated for 2016.

  

BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. The growth in 2012 is expected to slow to 8.5 percent amid the country's economic slowdown.

  

WASHINGTON, Dec. 22 (Xinhua) -- The journal Science on Thursday chose the HPTN 052 clinical trial, an international HIV prevention trial as the 2011 Breakthrough of the Year.The study found that if HIV-infected heterosexual individuals begin taking anti-retroviral medicines when their immune systems are relatively healthy as opposed to delaying therapy until the disease has advanced, they are 96 percent less likely to transmit the virus to their uninfected partners. Findings from the trial, first announced in May, were published in the New England Journal of Medicine in August.The study was funded by the U.S. National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health."The HPTN 052 study convincingly demonstrated that anti- retroviral medications can not only treat but also prevent the transmission of HIV infection among heterosexual individuals," said NIAID Director Anthony Fauci in a statement. "We are pleased that Science recognized the extraordinary public health significance of these study results."Science's list of nine other ground-breaking scientific achievements from 2011 include:The Hayabusa Mission: After some near-disastrous technical difficulties and a stunningly successful recovery, Japan's Hayabusa spacecraft returned to Earth with dust from the surface of a large, S-type asteroid. Now, scientists have access to this catalytic structure that is essential for life on Earth -- one that may also hold the key to a powerful source of clean energy.Pristine Gas in Space: Astronomers using the Keck telescope in Hawaii to probe the faraway universe wound up discovering two clouds of hydrogen gas that seem to have maintained their original chemistry for two billion years after the big bang. Other researchers identified a star that is almost completely devoid of metals, just as the universe's earliest stars must have been, but that formed much later. The discoveries show that pockets of matter persisted unscathed amid eons of cosmic violence.
