BEIJING, Oct. 21 (Xinhua) -- China Thursday expressed its hope that East Asian cooperation would deepen through the upcoming series of leaders' meetings in Hanoi, Vietnam."China attaches importance to and actively takes part in East Asian cooperation. In the series of meetings, China will review with other countries the cooperation that has been carried out and discuss how to further promote the integration process of East Asian cooperation," said Assistant Foreign Minister Hu Zhengyue.Hu made the remarks at a press conference Thursday afternoon in which officials from the ministries of Commerce, Education and Finance briefed the press on Premier Wen Jiabao's scheduled attendance at the meetings.The meetings, lasting from Oct. 28 to 30, will include: the 13th summit between China and the Association of Southeast Asian Nations (ASEAN) (10+1); the 13th summit between ASEAN, China, Japan and the Republic of Korea (ROK) (10+3); and the fifth East Asia Summit.Wen will also attend a meeting with the leaders of Japan and the ROK.Hu said China hopes the meetings would promote good-neighborliness and boost cooperation between China and the other Asian countries."During his visit, Premier Wen, together with participating leaders of other countries, will review the achievements of China-ASEAN cooperation, 10+3 cooperation, and East Asian cooperation, as well as cooperation concerning East Asia Summit. He will also elaborate on how to strengthen cooperation. We believe his tour will further consolidate China's good-neighborly relationships and expand reciprocal cooperation," he said."East Asian countries should enhance mutual understanding through dialogue and communication. They should also create the conditions for the sound and stable development of regional cooperation and bilateral relations," Hu said.He also reaffirmed China's support for ASEAN's leading role in East Asian cooperation, saying he hopes the existing cooperation mechanisms serve the overriding goal of regional peace and prosperity.On the economic and trade cooperation front, Director of the Asian Affairs Department of the Ministry of Commerce (MOC) Lu Kejian said China hopes to work with ASEAN to steadily promote the development of the China-ASEAN Free Trade Area (CAFTA) while expanding two-way investment."We will strengthen communication with ASEAN to ensure the stable development of bilateral trade, especially in the services trade. We will also continue to increase imports from ASEAN countries and boost investment. XINING, Oct. 16 (Xinhua) -- Ten people died while 34 others were injured after a passenger bus plunged over a bridge in a mountainous region in northwest China's Qinghai province on Saturday, local police said.The accident occurred in Dulan county, Mongolian-Tibetan-Kazak Autonomous Prefecture of Haixi, at 4: 59 a.m. Saturday, police said. At least two children were among the dead.The injured are being treated in a major hospital in the nearby Golmud city, police and hospital sources said. Three of them remain in critical conditions.An initial probe said the driver's misjudgment was to blame.

BEIJING, Oct. 21 (Xinhua) -- China's national political advisors Thursday offered suggestions on the national development plan for 2011 to 2015, at a meeting of the Chinese People's Political Consultative Conference (CPPCC) in Beijing.Jia Qinglin, chairman of the CPPCC National Committee, the top political advisory body, attended the meeting.At the gathering, 15 CPPCC members made speeches in which they advised the government on issues such as improving education, adjusting income distribution, developing the western regions, enhancing China's innovative abilities and public welfare.The Communist Party of China Central Committee outlined the key objectives of the 12th five-year development plan in a four-day meeting that ended on Monday.The plan will be drawn up by the State Council, or the Cabinet. China's top legislature, the National People's Congress, will vote on the plan at its annual plenary session early next year.

XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.
