BEIJING, April 22 (Xinhua) -- A leading Chinese government think tank Thursday forecast the country's 2010 economic growth would top the 8-percent target set by the central government by almost 2 percentage points.The Chinese Academy of Social Sciences (CASS) forecast China's gross domestic product (GDP) would expand by 9.9 percent this year, 1.2 percentage points higher than last year's growth rate.Its forecast is higher than the 9.6-percent economic growth predicted by the Asian Development Bank earlier this month.Fixed assets investment would rise 33.3 percent year on year in 2010, said a blue book on China's 2010 economic prospects jointly released by the CASS and the Social Sciences Academic Press.The CASS said a slim chance existed of serious inflation in China this year with the consumer price index (CPI), a main gauge of inflation, growing within a moderate range.The book also said the government should make economic policies more flexible and better targeted over the rest of the year, while mapping out plans to withdraw stimulus measures gradually within the next two years without jeopardizing economic growth.China's GDP grew 11.9 percent year on year in the first quarter to 8.06 trillion yuan (1.19 trillion U.S. dollars) and fixed assets investment rose 25.6 percent to 3.53 trillion yuan during the same period.The country's CPI rose 2.4 percent year on year in March, below the government target limit of 3 percent.
BEIJING, April 12 (Xinhua) -- In a bid to further regulate the selection and promotion of government and Party cadres, the Communist Party of China (CPC) turned to the public for help in its four newly released documents."One breakthrough of these rules is we shift the focus from simply supervising the procedures of cadre selection and promotion to also weighing in what the colleagues and the locals think about," said a statement released Monday by the Organization Department of the CPC Central Committee.The four documents, promulgated on March 31 by the General Office of the CPC Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.According to the new rules, personnel departments should consult staff within the organization on every newly appointed officials. The results, paired with local Party committees' official report on personnel changes, will be submitted annually to superior Party committees' for review.These opinions will also be incorporated into the work evaluation of officials in charge of local cadre selection and promotion.In serious cases, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.To better solicit public opinions, Party committees at provincial levels across the country are moving to open online service and telephone hotline for whistleblowers to report such violations.According to the rules, personnel departments must carry out investigation based on detailed reports from the public and the media.
BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.
