BEIJING, Dec. 13 (Xinhua) -- China's top legislature said Monday in a statement that it will continue discussing a draft amendment to the Criminal Law, which proposes tougher punishments for those involved in organized crime and drink-driving.Members of the National People's Congress (NPC) Standing Committee will discuss the draft amendment at an upcoming bi-monthly session scheduled for Dec. 20-25, according to a statement issued after a meeting of the chairman and vice-chairpersons of the NPC Standing Committee, presided over by chairman Wu Bangguo.The legislature conducted the first reading of the draft amendment in August.Wu Bangguo (C), chairman of the Standing Committee of China's National People's Congress (NPC), presides over the 54th chairpersons' meeting of the 11th NPC Standing Committee at the Great Hall of the People in Beijing, capital of China, Dec. 13, 2010. BEIJING, Dec. 3 (Xinhua) -- China's central government pledged on Friday to support the northeastern region by boosting its development of modern agriculture.A guideline, mapped out by the National Development and Reform Commission and the Ministry of Agriculture, was publicized by the General Office of the State Council, or cabinet, on the central government' s official website www.gov.cn.The guideline expects the region to harvest more than 100 million tonnes of grain annually by 2015.Northeastern China should catch up with developed countries in terms of land output rates and labor production rates, according to the guideline.The northeastern region in the guideline refers to Liaoning, Jilin, Heilongjiang Provinces and the Inner Mongolia Autonomous Region.

BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs.He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology.The Estonian parliamentary delegation arrived in China on Wednesday. GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months.The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted.He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome.In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
