(KGTV) -- Hope, peace, unity and love are some of the simple words painted on rocks that Maria Gutierrez walked by each morning."I was thankful and I would look for more and more stones," Maria said.Maria just moved to the neighborhood and was surprised to learn who was behind those painted messages."One day I was walking my dogs and I saw Ava carrying a couple of stones and just quietly putting one down," Maria described.Ava is her neighbor, an 8-year-old doing her part in lifting others in difficult times."I’s because a lot of people aren’t happy right now. My mom and I were trying to make the people in our neighborhood happy," said Ava.I asked Ava what works like hope meant for her and she replied, "if someone doesn’t think they can do something, there’s hope they’ll make it."Her mom Cyndi said others neighbors have joined in their "rocks of hope" movement."We noticed other stones placed around the tree. It was cool because other people starting doing it as well," Cyndi said.Maria moved to Eastlake last month and said Ava's efforts showed how helpful and hopeful her neighborhood could be."It made me smile and I didn't really know anybody here. CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350

CHULA VISTA (CNS) - A Chula Vista company that sells health and wellness products received a letter from the Federal Trade Commission Friday warning company representatives to halt alleged claims that its products could treat or prevent COVID-19.Youngevity International Inc. was issued a letter stating that claims made on the company's website or through social media posts "unlawfully advertise that certain products treat or prevent" coronavirus.The FTC alleges one such claim made by Youngevity "business opportunity participants or representatives" includes a statement that with certain company products, "your body will be able to withstand and eliminate Covid-19 and the vaccines forthcoming for Covid-19."The agency also states that a link on the company's website marked "FlattenTheCurve Shop Immune Support" redirects users to the company's online store, where various "immune support" products are available for sale.Phone calls made to the company were transferred to Youngevity CEO Stephen Wallach, whose voicemail mailbox was full Friday afternoon.The FTC's letter states that it is unlawful to advertise that a product can prevent, treat or cure human disease without scientific evidence or studies substantiating such claims, of which there are none for COVID-19 in relation to Youngevity's products.The letter to Youngevity was one of six sent to companies across the country on Friday. The FTC also sent a batch of nearly 100 letters last month to various companies allegedly claiming their products and therapies could treat or prevent COVID-19, including four based in San Diego: ActiveHerb Technology Inc., Aspire Regenerative Health, EcoShield, LLC and Forever Ozone. 1699

CHULA VISTA, Calif., (KGTV) -- Following in the footsteps of neighboring San Diego, the City of Chula Vista launched a one-year e-scooter pilot program Sunday. Lime representatives held a "first ride" event at Discovery Park, introducing Chula Vista residents to the scooters. The event included safety training and an obstacle course where participants could practice using the scooters to get a free helmet.The city says the pilot program will allow Lime to stage 500 e-scooters at popular locations across Chula Vista for the first month. If all goes well, Lime can add 200 e-scooters every month after that.Some love the convenience. Others say they have seen too many problems in San Diego to support them. "They need to have parking areas for these things and designated legislation for helmets if they're going to have these things out there," said Daryll Coleman, a 12-year resident of Chula Vista. "That's my opinion. Should they be out here? I don't think so." This comes just two months after the City of San Diego notified Lime that it was revoking the scooter company's operating permit. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities.
