SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN FRANCISCO (AP) — Apple is paying Intel billion for the chip maker's smartphone modem division in a deal driven by the upcoming transition to the next generation of wireless technology.The agreement announced Thursday comes three months after Apple ended a long-running dispute with one of Intel's rivals, Qualcomm. That ensured Apple would have a pipeline of chips it needs for future iPhones to work on ultrafast wireless networks known as 5G.The Apple-Qualcomm truce prompted Intel to abandon its attempts to make chips for 5G modems, effectively putting that part of its business up for grabs.Once the sale is completed later this year Apple will be picking up about 2,200 Intel employees and 17,000 wireless technology patents. Barring any complications, the deal is expected to close sometime between October and December.Apple's purchase of Intel's smartphone modem patents and other technology could bolster its attempt to build its own line 5G chips and lessen its dependence on Qualcomm. The Cupertino, California, has hammered out a licensing agreement with Qualcomm that carries through April 2025, with an option to extend for an additional two years after that.Qualcomm is a pivotal supplier in the rollout of 5G, particularly in the U.S. That's because President Donald Trump's administration has blacklisted another key 5G supplier, Huawei, as part of its trade war with China.So far, 5G connections are only available in a few cities in the U.S., but they are expected to become more prevalent by next year. The faster networks will enable consumers with 5G devices to download movies in a matter of seconds and access other streaming services more quickly.Apple isn't expected to release an iPhone that works on 5G networks until September 2020, putting it behind rivals such as Huawei and Samsung, which already make handsets that work with the faster wireless technology.The sale is a residue of Intel's inability to catch up with Qualcomm in the business of making chips for smartphone modems. SAN DIEGO (KGTV): The San Diego Zoo got quite a surprise this week when one of its Siamang Apes gave birth.It was a surprise because zoo officials had no idea the mother, Eloise, was pregnant.The zoo confirmed the birth to 10News, saying Eloise had been on birth control.The baby was born Monday morning.SDSU student Francelia Amaya was there shortly after the birth. She has been observing the Siamang apes for the past few months as part of a project for her Anthropology class.Amaya says Eloise had been acting oddly that morning."She was really uncomfortable," says Amaya. "She was trying to find the right position. There were a lot of odd behaviors."Amaya got a few pictures and cell phone video of Eloise holding the new baby and swinging around the ape enclosure with the newborn in her arms.Eloise and the baby were taken out of the exhibit shortly after the birth, as was the father. All three are in observation right now.According to the zoo's website, Eloise is "is the best mom a young siamang could hope to have. She's had lots of practice, having given birth to seven youngsters over the years."The zoo says Siamangs are one of a few primate species that form permanent pairs. Eloise and the father, Unkie, have been together since 1987.There's no word from the zoo about how long they'll be kept out of the public eye. 1353

SAN FRANCISCO (AP) — Deadly wildfires in California have burned more than 4 million acres (6,250 square miles) this year, a new record for the most acres burned in a single year. The previous record was two years ago when wildfires destroyed 1.67 million acres (2,609 square miles). California fire officials said the state hit the fearsome milestone Sunday with about two months still left in the fire season. Most of the damage has occurred since mid-August, when lightning strikes caused some of the most devastating blazes. The wildfires have incinerated hundreds of homes and killed 31 people. 606
