STOCKHOLM, Oct. 28 (Xinhua) -- China's Geely Automobile on Wednesday have been confirmed as preferred bidder in the ongoing discussions concerning the possible sale of Volvo Car Corporation.     Ford said while it would be engaging in more detailed and focused negotiations with Geely, no final decisions have been made, reported the Swedish news agency TT.     Ford believes Geely has the potential to be a responsible future owner of Volvo and to take the business forward while preserving its core values and the independence of the Swedish brand. "We have no specific timeline to conclude the discussions," a statement of Ford was quoted as saying by TT.     It also pointed out that Ford would continue to cooperate with Volvo in several areas after a possible sale, Ford said it does not intend to retain a shareholding in Volvo.     "Ford's objective in our discussions with Geely is to secure an agreement that is in the best interests of all the parties," Lewis Booth, executive vice president and chief financial officer of Ford Motor Company, said in the statement.     "Any prospective sale would have to ensure that Volvo has the resources, including the capital investment, necessary to further strengthen the business and build its global franchise, while enabling Ford to continue to focus on and implement our core ONE Ford strategy," Booth added.     "Volvo's management team welcomes today's announcement as a positive step forward," Volvo CEO Stephen Odell said.     "At Volvo, we are continuing to keep our attention firmly fixed on engineering and building great Volvo cars, to reduce our cost base and to return the business to sustainable profitability at the earliest possible opportunity," he added. 

WASHINGTON, Nov. 4 (Xinhua) -- The United States requested the World Trade Organization (WTO) on Wednesday to establish a dispute settlement panel to rule on China's export restraints on raw materials. But Chinese officials insist that they are consistent with WTO rules.     The materials at issue are: bauxite, coke, fluorspar, magnesium, manganese, silicon metal, silicon carbide, yellow phosphorus, and zinc, key inputs for numerous downstream products in the steel, aluminum, and chemical sectors across the globe.     The Office of the United States Trade Representative (USTR) said in a statement that the raw materials are "critical to U.S. manufacturers and workers."     The USTR also said that the European Union and Mexico are joining the United States in requesting the establishment of a WTO dispute settlement panel regarding this matter.     The U.S. and the European Union requested formal consultations with China at the WTO on June 23, 2009, and Mexico filed its consultations request on August 21, 2009.     "We believe the restraints at issue in this dispute significantly distort the international market and provide preferential conditions for Chinese industries that use these raw materials," said Debbie Mesloh, a USTR spokeswoman.     "Working together with the European Union and Mexico, we tried to resolve this issue through consultations, but did not succeed. At this point, therefore, we need to move forward with the next step in the WTO dispute settlement process," Mesloh stated. "We remain open to working with China to find a mutually agreeable solution to our concerns."     But the Chinese Ministry of Commerce defended China's export policies, saying they are consistent with WTO rules.     The chief aim of China's export policies is to protect the environment and conserve natural resources, said an official with the Ministry of Commerce in June.     China has been keeping communication and contact with the U.S. and the EU over China's policy on raw material exports, the official said, adding that China will properly deal with the consultation request in accordance with WTO dispute settlement procedures.     According to the procedures, China, the U.S., the EU and Mexico have 60 days to try to resolve their dispute through consultations. If consultations fail, the U.S., the EU and Mexico could ask for a WTO panel to investigate and rule on this dispute.

GUANGZHOU, Jan. 11 (Xinhua) -- China's railway authorities are gearing up for a real-name ticket selling system to stop ticket scalping during the upcoming Spring Festival traffic rush. The pilot system announced Friday requires passengers to show their ID cards or other identification documents when purchasing train tickets at 37 stations in the southern Guangdong and Hunan provinces, and also the southwestern province of Sichuan.     Millions of migrant workers from inland provinces like Sichuan and Hunan work in Guangdong, known as China's "factory of the world."     The system will take effect during the Spring Festival traffic peak season, from Jan. 30 to March 30. The Spring Festival, or China's Lunar New Year, falls on Feb. 14 this year. During each Spring Festival, I had to pay scalplers almost double the price for a ticket back home," said a migrant worker from Hunan.     "And the risk of buying fake tickets was always there," he said.     Shi Yanhai, a migrant worker from Sichuan, said she hadn't been back home for five years because it was too hard to buy a train ticket during the traffic peak.     "Hopefully I'll be able to buy a ticket this year after the real-name system takes effect," she said.     Nearly 80 percent respondents believed that the new system would help stop ticket scalping and make tickets purchasing easier during the holiday, according to an online survey by sohu.com, one of China's major internet portals.     Although welcomed by the majority, the new ticket selling system is faced with challenges. BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers' Index (PMI) of China's manufacturing sector stood at 55.2 percent in November, unchanged from the previous month, the China Federation of Logistics and Purchasing (CFLP) said on Tuesday.     It was the ninth straight month that the PMI reading stayed above 50.     A reading of above 50 suggests expansion, while one below 50 indicates contraction. The PMI includes a package of indices that measure economic performance.     In November, new order index and output index both held steady from figures in the previous month at 58.4 percent and 59.4 percent, respectively.     New export order index was 53.6 percent, down by 0.9 percentage points compared to November while purchasing price index rose by 6.5 percentage points to 63.4 percent.     Only three out of the 20 surveyed sectors reported a PMI index reading below 50, which were paper making and printing, oil processing, and beverages making.
