SAN DIEGO (KGTV) - A local retiree has a warning for Americans headed across the border after says he was shaken down for money during a recent trip to Tijuana, possibly due to COVID-19 restrictions.A few weeks ago, on a Sunday afternoon, Tom and his wife, a Mexican native, decided to visit one of her relatives. It's a trip they've made countless times. They drove across the border into Tijuana in their modified truck, bearing California license plates. Almost immediately, he noticed they had company."Saw a small car with municipal officers get behind me and pulled me over," said Tom, who asked us not to use his real name.He says one of two uniformed officers asked him to get out of the truck and walk over the police car, where the officer checked his driver's license."He explained he was pulling me over for tinted windows," said Tom.Tom says he was asked if he was smuggling drugs. Tom said he wasn't."Then he said, 'Here's the real reason I'm pulling you over. The United States closed the border. People are starving, and I want your money. Don't freak out. Don't say anything, or we'll impound your truck and take you to the courts' ... That was scary. I felt helpless," said Tom.Tom says he handed over the in bills he had in his wallet. He says his wife gave the other officer her ."He gave her back and said, 'I don't want to leave you with nothing,'" said Tom.That officer also left her with more details."My wife said he explained to her that they are just mad at the United States, and they're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom.A ban on non-essential border travel by both governments has been in place since March to limit coronavirus infections. Though cross-border traffic still remains busy, the restrictions have taken an economic toll on both sides of the border."I don't understand why they're blaming Americans. We're struggling too," said Tom.Tom says his police encounter ended when the officers let him go, warning him to stay out of Tijuana to avoid a repeat experience. He plans to take that advice."Myself, I'm not going back down there. It just invites trouble. You don't know who you can trust down there. Americans should be cautious," said Tom.Tom says he didn't report it to Mexican authorities because he feared retaliation. He tells ABC 10News a week after his incident, his brother-in-law experienced a similar shakedown while walking in the same area.ABC 10News reached out to the Mexican consulate in San Diego to find out if there have been any similar reported incidents and are waiting to hear back.In a statement, a spokesperson with the Tijuana government said a formal investigation would be launched "to investigate ... this reprehensible case and to apply the corresponding sanctions ... SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. SAN DIEGO (KGTV) -- A new poll shows many San Diegans would “definitely” or “probably” get a COVID-19 vaccine if it were available to them at little or no cost.An ABC 10News/San Diego Union-Tribune scientific poll recently asked 500 San Diego adults about their thoughts on a potential coronavirus vaccine, including who should get a vaccine first and their feelings towards vaccinations in general.Among the questions participants were asked: “A vaccine for the Coronavirus may soon be available to the public. If clinical trials go well, and a vaccine is available to you that is either free or costs just a few dollars, would you definitely get the vaccine? Probably get the vaccine? Probably not get the vaccine? Or definitely not get the vaccine?”The poll shows 38% of San Diegans would definitely get the vaccine; 32% would probably get the vaccine; 12% would probably not get it; 10% would definitely not get it; 8% are not sure.The release of the poll comes on the same day biotech company Moderna announced its COVID-19 vaccine candidate is 94.5% effective.The company’s chief medical officer, Dr. Tal Zaks, called the news one of the greatest moments of his life, adding, “It is absolutely amazing to me to be able to develop this vaccine and see the ability to prevent symptomatic disease with such high efficacy."Moderna reported no major side effects, and that unlike Pfizer’s vaccine announcement last week, Moderna’s vaccine does not require extreme refrigeration temperatures -- something many experts agreed would be a significant advantage for distribution.The federal government has said the coronavirus vaccine would be free, and some experts have suggested that with the FDA’s Emergency Use Authorization -- which both companies are expected to apply for in the next few weeks -- there could be enough doses manufactured to immunize 20 million people by early next year.Other poll questions that San Diegans were asked: 1948

SAN DIEGO (KGTV) - A San Diego County public defense attorney is accused of providing a felon with a firearm, according to local law enforcement.  San Diego Police confirm that Andrea Bayer was arrested on August 1 and booked into Las Colinas women’s jail on charges related to selling, supplying or delivering a firearm to either a convicted felon or someone wanted on a felony warrant. She was released the same day on bond.  On the State Bar of California’s website, it shows that the 37 year-old’s license is still active and that she works as an Alternate Public Defender for San Diego County. The District Attorney’s Office says Bayer has not been charged and the case remains under review. A Group Communications Officer with San Diego County sent us the following statement: “The County of San Diego cannot comment on personnel matters. Ms. Bayer is currently on leave from her position pending the outcome of the investigation. The Public Defender believes in the presumption of innocence and has faith in the judicial process.” 1070

SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. He pleaded guilty to attempted murder and use of a firearm with bodily injury. 1362
