BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. Flooding and mudslides in southwest China's Sichuan Province has left at least 13 dead and 59 missing.

She also told him to call her if he feels overwhelmed by difficulties.But not many people are as lucky as Yu, who receives the kind of psychological services rarely seen in Litoudi Village, a remote mountainous village in China's southwest Yunnan Province, which borders Myanmar. In a village with a population of a little more than 150, medical resources are scarce.Litoudi Village has only one doctor. Usually, local residents have to travel seven km to be treated in a hospital at the township seat of Puladi.Soon after the mudslides, about 130 doctors and nurses from Gongshan and Fugong Counties rushed to the scene, though none of them had previously received psychological training, except for a handful of doctors who had taken psychology courses back in college.Moreover, the focus of the medical services in the immediate aftermath was on treating the injured, helping rescuers with minor injuries and preventing outbreaks of diseases.Authorities have said 92 people were killed or remain missing following the massive mudslides that swept the village.Torrents of mud and gigantic stones smashed and buried the Yujin Iron Mine and about 10 civilian residences at 1:30 a.m. Wednesday. JINAN, Aug. 7 (Xinhua) -- China concludes a five-day air defense exercise on Saturday with a live-fire drill and precision attacks on air targets by ground-to-air missiles.The live-fire drill, in Shandong Province, was part of the exercise code-named "Vanguard-2010," which began Tuesday in seven cities across Henan and Shandong provinces, involving more than 12,000 personnel.Seven types of ground-to-air weaponry, including a new type of ground-to-air missile and another state-of-the-art anti-aircraft gun, were used in intercepting and concentrating fire on air targets.Nearly 200 military aircraft, including drones, reconnaissance aircraft, fighter jets and helicopters, were involved in the five-day military drill, said Feng Zhaoju, deputy commander of the People's Liberation Army (PLA) Jinan Military Command.The annual drill, consisting of two phases, focused on an emergency evacuation, strategy, reconnaissance, early warning, ground-to-air attacks and evacuation of command posts during the first phase which ended Thursday.Its second phase included testing of air defense abilities in a "complicated electromagnetic environment."A "Vanguard-2009A" exercise last year involved 5,000 troops from the army and air force."Vanguard-2008" included a 2,200-strong armored brigade from the People's Liberation Army (PLA) Jinan Military Area Command.
