SAN DIEGO (KGTV) -- A man who pleaded guilty to selling counterfeit oxycodone pills that led to the overdose death of La Jolla resident was sentenced in court Wednesday. According to the U.S. Attorney’s office, Trevon Antone Lucas was sentenced to 15 years in prison for the death of the La Jolla resident in 2018. According to court documents, Lucas pleaded guilty in June to distribution of fentanyl resulting in death. In his plea, Lucas admitted that he posted online ads for the illegal sale of prescription pills investigators say were laced with fentanyl. An investigation found that Lucas was twice warned about the danger of the pills he was selling. “Trevon Lucas knew the pills he was selling were deadly, but he sold them anyway, showing a remarkable disregard for the safety and well-being of his fellow human beings,” said U.S. Attorney Robert Brewer. “His greed transcended his humanity, and for that he will serve a very long sentence.” In his plea agreement, Lucas said he met with the victim in June of 2019, selling him nine “blues,” a slang term for prescription oxycodone pills. The pills were counterfeit and laced with fentanyl, according to documents. The documents go on the say Lucas had previously been warned about the sale of the pills. The victim reportedly died after consuming the pills. Three other people, Cenclair Marie Fields, Kevin Vandale Chandler and Donovan Adontas Carter also pleaded guilty in the case. 1454

SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. SAN DIEGO (KGTV) -- A homeless man walking through a church parking lot was viciously mauled by two stray pit bulls early Wednesday morning.The victim was discovered by a passerby at around 1 a.m. outside the New Creation Church located at 3115 Altadena Ave. in the Chollas Creek neighborhood, according to San Diego police.The unidentified victim told 10News that he was walking through the parking lot when he was suddenly attacked by two pit bulls.He says the pit bulls repeatedly bit him in the face, head, and entire body until the dog owner pulled them off. The owner of the dogs did not stay with the victim or check on his status, the victim told 10News.The dogs whereabouts are unknown.Police found a dog harness at the scene and have turned the investigation over to county animal control.The victim was transported to an area hospital with multiple lacerations. His condition is unknown at this time.Police are searching the neighborhood for the owner of the two pit bulls. No description of the dogs or the owner have been issued at this time. 1066

SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns.
