SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday.The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide.It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative.The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team.The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs.The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. This team's efforts are intended to help individuals address barriers to getting housing -- such as obtaining identification, accessing primary care and seeking employment resources.PATH would operate the proposed program through a contract with the San Diego Housing Commission on behalf of the city.The program will attempt to support the city's community action plan on homelessness and work toward achieving the goal of reducing unsheltered homelessness in San Diego by 50% over the next three years. 2413

Of course, he’d rather have real people in those tables - but can't because of coronavirus restrictions.The restaurant’s normal capacity is about 160, but had to be reduced to 120.That all changed Saturday night - when the Little Italy Association arranged for India Street to be closed to vehicle traffic - allowing restaurants to expand into the street.The extra space meant restaurants, already on razor thin margins, could serve their normal customer load.Barbusa was filled, serving up to 160 patrons.“Covid's not going away for a while, so the more we could get people to eat outdoors the better,” said Marco Li Mandri, the Little Italy Association’s Chief Executive Administrator.Li Mandri says the event was a major success, with good social distancing practices.The association will do it again this Saturday - with even more restaurants open - and could expand it even more in the future.Additionally, the Gaslamp Quarter Association announced on-street dining on Fifth Avenue starting Thursday.The city is also currently weighing a request from the North Park Main Street Association for dining on a stretch of 30th Street near University. 1563

SAN DIEGO — A San Diego-based stem cell research institute believes its discovery may have saved the life of a COVID patient on death's doorstep.GIOSTAR infused a 53-year-old man in a coma with Mesenchymal stem-cells taken from an umbilical cord. Prior to that, all other treatments were failing. "He was having a stroke, he was under dialysis, liver function was declining," said Dr. Anand Srivastava, co-founder of GIOSTAR. "Nothing was working."The patient, whose identity is not being released due to privacy laws, had been in a coma in a New Jersey hospital. GIOSTAR got special clearance from the Food and Drug Administration to try the stem-cell treatment. Srivastava said the patient began to recover, gradually over three weeks. "Slowly, his renal and liver function came closer to normal," he said. "He came out from the intubation, and now he is talking."The family, in an interview with GIOSTAR, said they had lost all hope. Srivastava said this treatment could be key as society awaits a vaccine. GIOSTAR is planning to do a double-blind study to confirm its conclusions about its treatment. SAN DIEGO (CNS) - A 45-year-old man got into an argument with two males at the entrance to an alley in San Diego's Valencia Park neighborhood and was shot in the back Friday evening.The shooting was reported just before 8 p.m. at the entrance to an alley at 53rd Street and Imperial Avenue, San Diego Police Department Officer Robert Heims said.The man was standing with his girlfriend when the two males walked up, argued and one male fired several shots at the victim, hitting him once in the back, Heims said. The suspects fled the scene in separate vehicles, one of them red.Paramedics took the victim to a hospital where his injury was not believed life-threatening, Heims said.Gang detectives were investigating, Heims said. 738
