BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

BEIJING, Aug. 10 (Xinhua) -- Food, clothing and shelter supplies for the mudslide-affected people in Zhouqu County in northwest China's Gansu Province are to be properly handled, the Ministry of Civil Affairs said Tuesday.The affected people will be helped by the government to reconstruct their homes, the ministry said in a statement.China's Ministry of Finance has allocated 500 million yuan (73 million U.S. dollars) for emergency aid to fund the relief efforts.The statement said the resettlement program will be carried out in three stages.The first stage of emergency aid is resettling the affected people in temporary shelters.The second stage is the stopgap resettlement of people in houses of relatives, friends, neighbors as well as rented houses and houses offered by the government.The third stage is reconstruction and the moving of people into their new homes.Efforts should be made to finish reconstruction of toppled houses before winter sets in, or no later than June 2011, the statement said, noting the repair of damaged houses shall be finished by November this year.The ministry will soon flesh out the resettlement program after learning further details of the disaster, an official at the Ministry of Civil Affairs said.The death toll from the massive rain-triggered mudslide in Zhouqu County has risen to 702, with 1,042 others still missing.Also on Tuesday, the Ministry of Civil Affairs said 7,000 tents, 21,400 cotton quilts, 5,000 folding beds and 5,000 sleeping bags had arrived in Zhouqu.Along with the shelter supplies, instant noodles, drinking water, generators, candles and flashlights have also arrived in the county, with more supplies en route.In addition, the State Administration of Radio Film and Television has transported 10,000 radios and 5,000 televisions and satellite dishes to the affected area to ensure local people know the latest information concerning the rescue and relief efforts.As of 6 p.m. Monday, the Red Cross Society of China and its local branches had offered relief funds and materials worth more than 6 million yuan (about 886,000 U.S. dollars).The organization has called for more donations, asking the public to log on to redcross.org.cn to donate, apart from donating through banks and post offices.The State Council, China's Cabinet, released a circular Tuesday calling for better coordination between local rescue and relief teams.The circular encouraged financial donations from the public for the organized procurement of supplies.It also urged people other than rescue and relief workers to not go to the disaster-hit county.

BEIJING, Aug. 22 (Xinhua) -- Wuhan Iron and Steel Company Ltd., the listed subsidiary of China's third largest steel maker, said Sunday that its net profit rose 90.43 percent year on year to 963.53 million yuan (141.7 million U.S. dollars) during the first half of the year as strong economic growth boosted steel demand and prices.The company's first-half-year sales reached 34.36 billion yuan, up 50.72 percent from one year earlier, it said in a statement delivered to the Shanghai Stock Exchange.However, costs also climbed in the first six months compared with a year earlier because of increases in raw material prices, it said.Production costs for steel products gained 47.12 percent year on year to 31.18 billion yuan. BEIJING, Aug. 17 (Xinhua) -- Chinese experts on Tuesday refuted claims by the Pentagon released in a report that China is developing cyberwarfare capabilities, saying that the U.S. military was attempting to blacken China's image."I've never heard about any plans by China to develop its cyber attack forces, not to mention China's so-called 'organized cyber intrusion," Hu Qiheng, president of the Internet Society of China (ISC) told Xinhua on the sidelines of the China Internet Conference, which opened here Tuesday."It is a mere fabrication that China is using computer technologies to intrude on other countries' sovereignty," Hu said.The Chinese expert's comments came after the U.S. Department of Defense concluded early Tuesday in its annual assessment report sent to the U.S. Congress that "China is fielding...cyberwarfare capabilities to hold targets at risk throughout the region.""The U.S. purpose (of releasing such a report) is to tarnish China's image and exaggerate the threat China poses," Hu said.The U.S. was the top country of cyber attack origin in 2008, accounting for 25 percent of worldwide activity, according to a report by U.S. security firm Symantec.The ISC said more than 1 million Internet Protocol addresses in China were controlled by overseas hackers while 42,000 Chinese websites were tampered or hacked in 2009.Ni Feng, deputy director of the Institute of American Studies with the Chinese Academy of Social Sciences, said the United States has greatly outstripped any other country in terms of Internet technological power."As the source of Internet technology, the United States enjoys the most advanced Internet technologies and equipment in the world," Ni said, "thus it makes no sense and is beyond my comprehension for the United States to play up such cyber threat from China.""Maybe the only reasonable explanation is that the United States has always been on the alert for China's development," Ni said.
