XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods. 

BEIJING, June 10 (Xinhua) -- The People's Bank of China (PBOC), the central bank, injected 166 billion yuan (24.3 billion U.S. dollars) into the money market this week, easing tight money supply conditions with bill issuance and repurchase agreements.In its regular open market operations Thursday, the central bank auctioned 10 billion yuan (1.46 billion U.S. dollars) of three-month bills at a yield of 1.5704 percent, up 4.04 basis points from June 3.On Thursday, the central bank also conducted repurchase agreement operations -- the first time in almost a month -- by absorbing 10 billion yuan through 91-day repurchase agreements. The yield on Thursday's 91-day repurchase agreement rose to 1.57 percent, up 16 basis points from its previous repurchase operation.Thursday's operations together with Tuesday's 25 billion yuan worth of one-year bill issuance brought the weekly total raised to 45 billion yuan (6.6 billion U.S. dollars). But 211 billion yuan (30.9 billion U.S. dollars) of bills matured this week, meaning a net weekly injection of cash.The central bank's net injection this week was the third straight week of net injection. It pumped 159 billion yuan (23.3 billion U.S. dollars) into the market in the previous two weeks.Since mid-May, China's banks have faced a short-term money squeeze as the PBOC introduced a series of tightening measures to cool the booming property sector.Zhao Qingming, a senior research fellow at China Construction Bank, the country's second largest lender, said the yield changes on central bank bills reflects tight money supply in the short-term.Rising bill yields usually reflect lenders' reduced demand for safety or their cash hoarding.For the whole week, yields on central-bank short-term debt instruments rose compared to the previous week.The yield on one-year bills jumped 8.32 basis points to 2.0929 percent while the yield on three-month bills climbed 4.04 basis points to 1.5704 percent. ENSHI, HUBEI, Aug. 18 (Xinhua) -- China's most difficult mountain railway was linked up in Enshi Prefecture, central China's Hubei Province, and is expected to open within the year, according to officials at the railway's construction headquarters Wednesday.The Yichang-Yiwan Railway, totalling 377 km in length, runs from the Yiwan District in southwest China's Chongqing Municipality to Yichang City of Hubei Province.It was designed to greatly shorten the journey between the mountainous regions in the southwest and the eastern parts of China, according to Zhang Mei, head of the engineering administration center of the Ministry of Railway.The railway trip from Chongqing to Wuhan, the capital of Hubei Province, for example, will take only five hours once the link is open to rail traffic, instead of the previous 22 hours, said Zhang.The railway was first laid out in 1903 by Sun Yat-sen, founder of the Kuomintang party, over 100 years ago.The reason the construction had not begun till 2003 is that the railway must travel one of the most mountainous regions in China's southwest, whose difficult terrain made the construction work the most difficult in China's railway history, said Zhang."Beneath the luxuriant mountains we encountered myriad natural barriers, such as underground rivers, limestone caves, and coal seams," said Zhang.To link the line, workers had to build 253 bridges and dig 159 tunnels, which account for 74 percent of the total railway length, winning the railway the title of the "tunnel and bridge museum."Starting in late 2003, it took seven years for the construction to be completed, said Zhao Hui, project manager of China Tiesiju Civil Engineering Group, which undertook the construction."I joined the project at the age of 25, and now I'm 32.
