SAN DIEGO (CNS) - The San Diego County Board of Supervisors Tuesday unanimously signed off on a program that will provide quick access to help for first responders dealing with a mental health crisis. The Captain Ryan J. Mitchell First Responder Behavioral Health Program will offer confidential mental and behavioral health support by connecting first responders with a clinical professional via a dedicated phone line, website or smartphone app. The program will be open to first responders in any jurisdiction or branch of public safety. Supervisor Nathan Fletcher proposed the program after speaking with firefighters and law enforcement officials around the county during a listening tour earlier this year. The program is named after Cal Fire Capt. Ryan Mitchell, who took his own life in 2017. Mitchell's father thanked the board for approving the program. William Mitchell, who is a fire department chaplain, said sharing his son's legacy ``brings healing to our broken hearts.'' Fletcher said the board ``took an important step in furthering its commitment to behavioral health services'' with their support of the program. ``First responders across San Diego County in the midst of a mental health crisis will be able to quickly access clinician assistance confidentially without the barriers that today are preventing them from getting the help they need,'' he said. Fletcher unveiled the program during a Monday news conference with officials from Cal Fire Local 2881, the San Diego County Deputy Sheriff's Association and local first responders. 1566

Thomas Seiver of the San Diego County Sheriff's Department homicide unit.After an investigation at the scene by the sheriff's Railroad Enforcement Team, the homicide unit took over the case, Seiver said.The boy has been identified and his next of kin notified, but his name is being withheld because it may jeopardize the investigation, the lieutenant said.The county Medical Examiner's Office will perform an autopsy to determine the cause and manner of the boy's death, Seiver said.Anyone with information about the incident is asked to call the sheriff's homicide unit at 858-285-6330 or Crime Stoppers at 888-580-8477. 929

SAN DIEGO (CNS) - The Cajon Valley Union School District has joined 17 other California school districts in filing lawsuits against Juul for marketing its e-cigarettes and related products to children, attorneys said Tuesday.The suit is one of several recently filed against the San Francisco- based vaping company, which could not immediately be reached for comment regarding the litigation.Cajon Valley Union's suit is one of three filed by San Diego County school districts, joining San Diego and Poway Unified.RELATED: San Diego Unified School District suing JUULThe lawsuits allege negligence and nuisance on the part of Juul, claiming its advertising campaigns targeting young people have caused an e- cigarette "epidemic," which has "severely impacted" the school districts by interfering "with normal school operations."The school districts are also seeking compensatory damages to offset financial losses the districts allege resulted from vaping-related student absences, as well as extensive costs the districts incurred to establish outreach and education programs regarding vaping and enforcement infrastructure such as vape detectors, surveillance systems and extra staff to monitor e- cigarette use among students."The youth vaping epidemic created by Juul has significant costs," said John Fiske, shareholder for plaintiff's attorneys Baron & Budd. SAN DIEGO (CNS) - The city of Chula Vista held a ceremony Tuesday to mark its designation as the first "Certified Welcoming City" in California.The national nonprofit Welcoming America grants the Certified Welcoming honor to cities and local governments that meet its standards for inclusion of immigrants.Chula Vista officials raised the city's new Welcoming City flag to celebrate the designation and the city's immigrant community.RELATED: City of San Diego hires its first-ever Immigrant Affairs Manager"I am so proud of our staff, community leaders and partner agencies for contributing to efforts that support and celebrate our immigrant communities," Chula Vista Mayor Mary Casillas Salas said. "It is an honor to be the first in California to be designated a Certified Welcoming City."In its 2019 list of cities that integrate immigrants well, the New American Economy coalition ranked Chula Vista as the second-best city in the country for immigrants behind Chicago.The list ranked cities on a number of factors, including socioeconomic outcomes and policies and programs that support immigrants. SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. Jerry Brown overturned the panel's recommendation that September, then did so again two years later and once more four months ago.Cecena, 56, has received more than 10 violation reports for misconduct while in prison, according to the San Diego County District Attorney's Office.Among local leaders slated to take part in this morning's renaming ceremony in the 7200 block of Skyline Drive will be Mayor Kevin Faulconer, police Chief Shelley Zimmerman, City Council President Myrtle Cole and District Attorney Summer Stephan. 1824
