ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. (KGTV) — CHP officers are searching for the driver who hit a motorcyclist in the North County on Friday and fled the scene.At about 6:30 a.m., a 44-year-old man was riding a 2014 Yamaha motorcycle on southbound Interstate 15 north of State Route 78. The driver of a Kia Soul changed lanes, hitting the motorcyclist, and ejecting him from the bike and into the center divider, CHP says.After the collision, the Kia avoided hitting the rider but fled the scene.The motorcyclist was taken to a nearby hospital with major injuries that are considered non-life threatening.The Kia Soul SUV is described as being a 2014 year model or newer and brown in color. Vehicle parts with identification numbers that were recovered at the scene are being processed, CHP said.The vehicle will also have damage to the driver side and is missing a driver's side mirror, CHP added.Anyone with information is asked to call CHP at 858-560-0474. 948

(KGTV)- While many business owners were forced to make the painful decision to shut down during the pandemic, some still took the risk of opening for the first time.Samantha and Weston Nawrocki weren’t going to let the COVID-19 pandemic stop their goal of opening a new café locally.“For coffee, the great thing is most people treat it even non-pandemic as a to go item,” said Weston Nawrocki.The couple has a coffee shop and roasting location in Rancho Bernardo, but their new business is up and running in their own city, Escondido, just six blocks away from their home.Manzanita Roasting Company opened Friday inside The Grand, which is home to the historic Ritz Theater, now newly renovated.“I’ve been a resident since I was a kid,” said Samantha Nawrocki. “I always drove by and said ‘I wish something would go in there’ and now we’re in there.”The City of Escondido shut down a couple of lanes on Grand Avenue and helped businesses transition to provide outdoor services under the current COVID-19 restrictions.Now, more new businesses are opening on busy Grand Avenue.“We have Daydream, which is a lovely gift store, we also have Off The Grid Surplus, let’s say you’re an off-road enthusiast of the jeep crowd, that’s definitely going to be your place,” said Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido. “We also have Good Omen Mead, a meadery which is amazing stuff to try.”Tony Pepperoni Pizzeria and Barrel republic are currently still under construction, but Tarrac said they should be opening on Grand Avenue sometime soon, although a specific date is not clear.“We’re really excited about them, they’ve been under construction for a while,” she said.Tarrac said it’s not just Grand Avenue doing well with new businesses; from March 1st through November 23rd, Tarrac said hundreds of new businesses opened across the city.“We’ve had 696 new businesses; these are new permanent, in city businesses,” she said. “The bulk of those businesses are actually home occupations, so we’ve had quite a few folks that have decided to become entrepreneurs and start different businesses out of their home. We also had a number of retailers and restaurants open up.”The Nawrocki’s say they were able to hire ten new employees right before the holidays. FALLBROOK, Calif. (KGTV) -- Firefighters have stopped the forward rate of spread after a fire, dubbed the Fallsbrea Fire, sparked in Fallbrook Sunday afternoon. “Too many times, man” Chris Beucler sighed. He could not believe he was witnessing yet another wildfire approaching his home. "I looked out the window, and just beyond our lots down here I see a huge flame up in the air,” Beucler said. Early Sunday afternoon, Beucler and his wife were putting up artwork in his home, when the flickers brought back memories. It seemed like just yesterday, he experienced the Lilac Fire, which destroyed many of his neighbor's houses. The Lilac Fire started on December 7, 2017. The 4,100-acre blaze destroyed 157 and damaged 64 structures. "I've been up here 16 years, and this is probably the sixth time these things have happened. So it's just high alert all the time,” Beucler said. Cal Fire and North County Fire responded to the scene of the Fallbrea fire that sparked near Highway 76 and Ramona Drive around 12:30 p.m. When they arrived, the fire was only about a half-acre. But it quickly spread up the slope to about five acres. While the region is under a Red Flag warning, flames spread before gusts took over North County, Cal Fire said. "Make no mistake about it, while we are expecting a red flag condition to take hold of the county, we are not under those conditions as we speak,” Cal Fire San Diego Captain, Issac Sanchez said. “This was absolutely slope and fuel driven. Mostly burning in grass, which burns very quickly and very hot.”Firefighters are expecting conditions to worsen and to work overtime. But for now, veteran wildfire survivor Beucler is relieved. The walking trail that he created six years ago and preps twice a year saved his home once again. "We got a natural firebreak that we built for a trail to go around our house, and they're saying that's what saved our part,” Beucler said. According to Cal Fire, several structures were threatened, but the forward rate of spread has been stopped. The fire was 100 percent contained by about 4 p.m. The cause is under investigation.  2216

ESCONDIDO, Calif., (KGTV)-- Residents in Escondido shared their concerns Wednesday about the flooding on Country Club Drive.Neighbors said after every rain event, the street floods and closes, which creates not only an inconvenience but a safety hazard. There is no stop sign on Country Club Drive. But Jason Farr is at a stand-still. "I can't get in and out of our neighborhood," Farr said. Check 10News Pinpoint Weather ConditionsFarr and his family moved into the neighborhood a few months ago. They have already experienced the notorious flooding. Farr's concern is that Country Club Drive is the only way in and out of his community."If emergency crews need to get here… If there are a couple of feet of water on top of the bridge, that's one thing, but if there's more like I saw yesterday, they just won't be able to get in and out," Farr said. He said he has several elderly neighbors who no longer have the strength or speed to evacuate at once. The flooding also trap his children from getting to school. "We have to be constantly be deciding if we want to bring our kids to school. Because I do not feel comfortable dropping my kids off to school and them not being able to be picked up," Farr said. While the water receded overnight, by 8:30 AM Wednesday the water crested back over the road. Farr said his neighbors told him that the severity of the problem got much worse as new developments sprouted into the once lonely neighborhood. All the drainage is being funneled down hill,” Farr said. “We’re just the end of the hill, and we're paying the price for it."Farr said while this is a flooding issue now, come summer, this one way in, one way out street to his community will become a fire hazard.
