SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him. SAN DIEGO (KGTV) - San Diego County Crime Stoppers released photos of a suspect and offered a reward Thursday for tips about an assault in the Midway area. A man parked his vehicle along the side of the Arby’s at 3777 Midway Drive April 6 about 7 p.m., inadvertently cutting off another driver. The man went inside the restaurant and got into an argument with the driver. During the fight, the driver punched the victim in the head eight times, police said. The victim fell to the ground and the driver stomped on his head with his feet, according to investigators. The victim was taken to the hospital and treated for an orbital fracture. The suspect drove away from the area, police said. He is described as white, about 30 years old, with a muscular build. The sides and back of his head are shaved, according to officers. The man was wearing a long-sleeved black Nike shirt, black shorts, and black tennis shoes with white soles. Anyone with information is asked to call Crime Stoppers at 888-580-8477. 1014

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) - Residents in one San Diego neighborhood have grown increasingly worried over reports of large boulders being left in the streets - in some cases, on top of vehicles.Golden Hill residents have reported the boulders appearing at 19th and Broadway, 26th and Broadway, Date Street, and the Golden Pacific Complex.At times, some of the boulders have been covered with cardboard or blankets."It's way too easy, with the way they're positioned, for someone to jump in their car like they do every day and take off and end up running over a giant boulder," said Benn Bruff.Bruff says a 25-pound boulder was placed in the wheel well of his girlfriend's car. Luckily they spotted it before she drove away. San Diego Police tell 10News the issue is very concerning. They are looking for more information and any description of the person responsible. Police says the person could face vandalism charges or obstruction of a roadway. If a driver were to hit a boulder and get in a serious accident the charges could be more severe. 10News reporter Amanda Brandeis spoke with a resident who knows the damage the rocks can cause first hand on 10News at 6 p.m.Councilman Chris Ward's office issued a statement to 10News, saying they are in contact with San Diego Police Department regarding the issue:"We were made aware of this issue by constituents over the weekend and share the concern for the safety of residents and car owners being impacted by this. We have been in touch with the San Diego Police Department and are advocating for more patrols in the area, as well as better lighting in that part of the neighborhood." 1662
