BANGKOK, Nov. 29 (Xinhua) -- The Chinese military will adopt a more open and cooperative attitude when developing friendly ties with Thailand's armed forces, a senior Chinese defense official said Monday.Ma Xiaotian, deputy chief of the General Staff of the People's Liberation Army of China, made the pledge at the 9th Defence and Security Consultations between the Chinese and Thai Defence Ministries.Complex and profound changes are taking place in regional situations, said Ma. It is the responsibility of governments and armed forces in the region to enhance international cooperation, jointly cope with challenges, safeguard regional peace and stability to create favorable security conditions for common development, Ma said.The Chinese military is willing to boost in-depth, wide-ranging and all-dimensional ties with Thailand, building upon past achievements, Ma said.General Kittipong Keskowit, permanent secretary for defence of Thailand, hailed the long-lasting friendly cooperation between Thailand and China.He also expressed Thailand's willingness to continue carrying out close military exchanges and cooperation with China so as to contribute to the eternal friendship between the two countries and to the peace and stability of the region.During the event, Ma, on behalf of the Chinese military, donated 20 transport speedboats to Thailand to support its fight against the current floods.Ma arrived in Thailand on Saturday for a three-day visit at the invitation of the Thai Defence Ministry.

And to strengthen the solidarity and cooperation with developing countries is one of the basic principles in China's foreign policy, " said Song Aiguo, Chinese new ambassador to Egypt.The friendship and cooperation relations between China and Arabic countries have been at fairly good levels, he said at a China-Arab relations seminar organized by the Cairo-based Afro- Asian Peoples Solidarity Organization (AAPSO), a mass nongovernmental body with national committees in more than 90 countries of the world -- in Asia and Africa, and associate member committees in Europe and Latin America.The Chinese government will stick to further developing its cooperation and friendship with Arab countries, he added.China and Arab countries have relations dating back about 2,000 years ago. BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

He also added that he had held talks with some countries to persuade them to change their tunes.The Cancun talks, scheduled for Nov. 29 to Dec. 10, has attracted about 25,000 participants from governments, businesses, non-governmental organizations and research institutions in almost 200 countries.
