The report, conducted by Bankrate.com, puts California in the 43rd overall position on the list of best and worst states to retire. To create the list, the site looked at a number of factors important to retirees, including the cost of living and the weather. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. We look forward to continuing to work with the San Diego leadership both on the health and the elected side to make sure that we do make the right decisions for that county broadly speaking, and we'll be looking forward to the upcoming week and those conversations."Ghaly said the state does empathize with the concern of the business owners and the idea of opening up just a few weeks ago to close back down.Schlumpberger is worried if her businesses is impacted again, it might not survive."I've put so much money and time into building my business and to just lose it because they keep closing us down again is not fair," she said.San Diego officials formally asked the governor to not include SDSU case numbers in the county’s overall total, however during a press conference Wednesday, Gov. SAN DIEGO (KGTV) — At least two teachers are on leave pending investigations at Southwest Middle School in Otay Mesa West. A spokesperson for Sweetwater Union High School District confirms the investigations, saying the teachers are not allowed on campus at the current time.10News uncovered the investigations when a viewer reported that his daughter had been interviewed in the case. He says an assistant principal questioned her about one teacher's behavior, including conduct that could be considered sexually inappropriate.The father, who asked 10News not to use his name, says he's upset that he was not notified by the school before his daughter was brought in for questioning. "I would have preferred my wife to be there, or I could have had the chance to say no, I don't want her interviewed because these are very serious, morbid conversations to have with 12-year-old girls," the father said.He says the only communication he has had from the school is a robocall voicemail the day after the questioning to notify him that it had occurred and suggesting he ask his student about the topics discussed.A district spokesperson says they are limited in what information can be released by privacy and personnel issues. 1233

SAN DIEGO (KGTV) — As Americans wait for a regulatory decision on Pfizer’s COVID-19 vaccine candidate, local dry ice companies are counting on the cold chain distribution to help boost sales that have significantly dried up during the pandemic.San Diego Ice Company in the Midway District said it is already fielding calls from hospitals and clinics looking to order dry ice. The family-owned business has distributed ice products for decades, but vice president Anthony Toma said the company has secured the equipment needed to begin manufacturing dry ice from liquid carbon dioxide in December.“Without this dry ice, there's no vaccine,” Toma said.Dry ice is carbon dioxide in its solid form. It’s critical to shipping and storing Pfizer’s COVID-19 vaccine candidate.While Moderna’s vaccine can be stored in a standard freezer, Pfizer’s candidate needs to be kept at 94 degrees Fahrenheit below zero. That’s colder than winter in Antarctica.The company says once it gets the green light from the FDA, it will pack vials in boxes with dry ice. Each shipper box can hold up to 5,000 doses and will be fitted with sensors to constantly track location and temperature.Pfizer will ship the boxes from sites in Kalamazoo, MI and Pleasant Prairie, WI via FedEx and UPS, sending them to hospitals, clinics and pharmacies across the country.From there, vaccination providers must store the doses in a way that preserves their efficacy. Long-term storage of up to six months requires an ultra low-temperature freezer, but outside of hospitals those units are rare.The cold chain required for Pfizer’s candidate is “the most challenging issue” facing distribution, Governor Gavin Newsom said Monday.Newsom said the state plans to assist Pfizer’s efforts by purchasing 16 ultra low-temperature freezers, along with 61 smaller freezers that will be positioned in high-need areas.Another storage option is to keep doses in Pfizer’s thermal shipper box. Vials can last in the box for up to 15 days be refilling the dry ice, and Toma expects some of his dry ice will be part of that process.“We're gonna play a big part,” he said. “We're ready for that and we're honored to do it.”Toma is hoping dry ice will help thaw sales that have plummeted because of the pandemic. A lot of the ice business relies on big events and conventions that have been shut down. Restaurants have reduced volume. Airlines have cut back on food service.“There are a couple of [ice] companies that I spoke with and they said, ‘If it wasn't for dry ice, we wouldn't know what to do,’” he said. “Dry ice is keeping most of us alive.”Toma knows the implications aren’t just financial. Both he and his wife caught the virus and recovered, so they know just how important these vaccines are.Starting in December, San Diego Ice Company will start producing about 1800 pounds of dry ice an hour, he said. That’s enough to fill 36 of Pfizer’s shipper boxes, which require 50 pounds of dry ice each.The FDA has scheduled a meeting of its vaccine advisory committee on December 10. SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. RELATED: Woman frustrated after receiving counterfeit money at Oceanside gas stationThe next day, after he handed over half the bills to pay for a self-storage unit, a manager broke the news. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. Wagner took a closer look and saw that eight of his ten bills had the same serial number. He says his bank confirmed they were fake.RELATED: Girls Scouts cheated with counterfeit money"Disbelief. It was extreme disbelief," said Wagner, who filed a report with the sheriff's department.He says there was disbelief, partly because the counterfeit bills look very real except for a few differences."There is no watermark on the fakes. They are also less gritty when you touch them," said Wagner.Of course, the identical serial numbers give the fakes away. 10News compared the bills received by both men, and those fake serial numbers matched. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart.
