SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. SAN DIEGO (KGTV) - Teachers are quickly adapting to online lesson plans to engage their students.Third grade teacher Carlisa Flanders said Friday was the first day she'd been back to school since Grant K-8 shut its doors March 13 due to coronavirus concerns.Flanders said the day the school closed was hectic and stressful, "we had a couple hours to hussle. I put together two weeks of work, took as much as I could went home and hunkered down."She was emotional thinking of the future, wondering when she was going to see her students again and when school would reopen.Tuesday was the day she was able to go online, using a program called Zoom, and video conference with her students. She said 18 of the 21 students have been attending school this week.Friday morning, their homework assignment was to bring one thing to share. Many of her students showed off their pets."The majority of my focus is going to be making sure I stay connected with my students, making sure they feel the love," she said, gesturing at a board behind her with the words, 'Good Morning! You are awesome! You are loved!' written in different colored markers.Flanders said right now class is optional and labeled as enrichment. She said Thursday she read a book to the kids.Parents, like mom Leona Smith, said the social interaction from class is exactly what her son has been missing, "that connection he has, and the bonds that he has with his friends and his teacher it's like no other.""I think we forget how much school and their friends and their teachers are part of their everyday life," Smith said.Mrs. Flanders has been working tirelessly to bridge boundaries with online education, "I am now texting, communicating with friends I now have in Georgia, in Texas, in Oregon who are also third grade teachers and I'm collaborating virtually with strangers but their hearts are in the exact same place as mine and we're all just like try this, try this, try this."She said her tech savvy students are also stepping up teaching her tricks, like starting a chat and sharing pictures through the program. 'Our first lesson was how to mute and unmute the microphone,' Mrs. Flanders said.Friday was emotional. Mrs. Flanders said she was glad to go back to school and see fellow teachers' cars in the parking lot, but could only wave hello from a distance. "I got to go back to school for 20 minutes, I got my charts, I got our class mascot, this is happy," she said holding a rainbow hedgehog stuffed animal. She said she also grabbed a large stack of books.She was also happy to get back a semblance of a routine, saying class will start online officially on April 27."Oh gosh, it's mind boggling to think how these grades will actually count towards them finishing the third grade year," Mrs. Flanders said concerned.She's focusing instead on each lesson and the positive impact she can make on her students."At the end of every school day I usually hug, high-five or fist bump my kids, so our first Zoom, we decided this is our new way of hugging," She said making an 'air-hug' gesture, "So to all of you here's a hug. We'll get through this."The San Diego Unified School District said schools will be soft launching online education April 6. That way they can connect students in need with computers and WiFi, so everyone is ready for the hard launch April 27. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103
