As temperature rises fuels dry out more easily, which makes less-prone areas spark plugs for fires. Then add in the changes in humidity, wind speeds, and long-term weather patterns that are all affected by climate change and wildfires become larger, stronger, and more frequent.Seventeen of California’s 20 largest fires in history all started after the year 2000.“Very careful, objective, hypothesis-driven research has shown that about half of that increase in the area burned in the western United States is attributable to the long-term warming,” said Dr. Diffenbaugh.The Center for Climate and Energy Solutions says between 1984 and 2015, the number of large wildfires doubled in the western United States. It also estimates that for every one-degree rise in Earth’s temperature, the average area burned from a wildfire could increase by 600 percent in some places.“We have two of the three largest wildfires in California’s history burning right now so it is a simple fact,” said Dr. Diffenbaugh.The increase in fire activity also increases the strain put on resources.Recently, national fire managers raised the United State’s fire preparedness level to five, which is its highest level, making all fire-trained federal employees available for assignment. 2112

SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. The City Council could vote Wednesday to send out a new request for proposals to turn that lot into a 20-unit complex. This time, the city may not require the developer keep the public parking available, a staff report says. 1870

"I'm concerned about the impression we leave if we don't do anything in the face of this behavior."Peters stopped short of calling for impeachment Wednesday, as did Democratic Congressman Mike Levin. Last week, Democratic Congressman Juan Vargas became the first San Diego lawmaker to call for removal from office. Rep. Duncan Hunter, the county's loan Republican representative in Congress, issued a brief statement Wednesday defending the president."The case is closed," Hunter said. "Let's move on."Glenn Smith, who teaches constitutional law at California Western in downtown San Diego, said the Justice Department's constitutional interpretation is controversial. He points to a clause that says the penalty for impeachment cannot exceed removal from office and future disqualification. It continues that a convicted party shall be liable to the full legal system."The justice department relies on the argument that there's something unique about the office of the president," Smith said. "Involving the president in criminal proceedings before he's impeached and while he's still a sitting president would uniquely disrupt the president."But Smith added the vice president and cabinet members can be indicted in office, so to say the president is unique is putting the president above the law. That's the counterargument to the Justice Department's policy. 2318
