SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. We look forward to continuing to work with the San Diego leadership both on the health and the elected side to make sure that we do make the right decisions for that county broadly speaking, and we'll be looking forward to the upcoming week and those conversations."Ghaly said the state does empathize with the concern of the business owners and the idea of opening up just a few weeks ago to close back down.Schlumpberger is worried if her businesses is impacted again, it might not survive."I've put so much money and time into building my business and to just lose it because they keep closing us down again is not fair," she said.San Diego officials formally asked the governor to not include SDSU case numbers in the county’s overall total, however during a press conference Wednesday, Gov. "We're lucky that San Diego has that life-science industry and we have that opportunity."Ashley Reynolds, who works in Regulatory Affairs at Tandem Diabetes, says programs like these helped her find a place in the industry, even though she had no interest in lab work."There's no one way to do something," she says.Reynolds got a bachelor's degree in biology from UC Riverside and a master's degree in regulatory affairs at San Diego State. She also went to Cal State San Marcos for a lab tech certificate. She says it was a lot of work, but it's been worth it in the long run."You make a path to get there and don't even worry about all the other obstacles in your way," she says. "If you're determined to get there, you will."That's the message Bozinovic has as well. It may take returning to school, but it's an investment in your long-term future."For ,000, you can get a four year degree and slide right into a job," she says of the program at MiraCosta. And, remember, you don't always need a full four year degree.Bozinovic and Reynolds both say someone looking to make a change should take some time to learn about the industry first, and see what part of it interests them. SAN DIEGO (KGTV) — Birch Aquarium has opened a new exhibit showcasing one of the sea's most beautiful creatures in one of the world's largest habitats for the animal.The aquarium's new permanent exhibition "Seadragons and Seahorses" featuring Weedy and Leafy seadragons and several species of seahorses and pipefish.At the center of the exhibit will sit one of the world's largest seadragon habitats in the world, measuring 18 feet wide, 9 feet tall and containing 5,375 gallons of water, according to the aquarium.The exhibit takes guests into the lives of seadragons and seahorses, showcasing the sea life in a habitat designed to create the ideal environment for them to breed. Guests will learn how to observe the animals like scientists, catch distinguishing features, and identify courting and mating behaviors.The exhibit also gives visitors a peek into the Birch Aquariums Husbandry Team working to ensure the species thrives. SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. [cdc.gov]If the public is concerned about what their grocer or take out restaurant is doing to make their location safe, they should ask... most will be happy to tell you. And so far, in all identified instances, these entities have done everything RIGHT in terms of actions for public health.... notice, cleaning, job analysis. There is no need for the public to do anything different based on this information about the grocers who have reported cases so far...indeed, one could argue that would be one of the safest places to shop, given their transparency on this case." 3796
