SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. Joseph Ruvido, 49, was absent from his arraignment Monday, forcing a judge to issue a bench warrant and revoking his bail of 0,000. According to police, Ruvido was found dead around 4:25 p.m. as officers conducted a welfare check at his Carmel Valley home. Ruvido was charged Monday with two felony counts of arranging a meeting with a minor with sexual intent and one count of attempted lewd acts on a minor between the ages of 14 and 15.The prosecutor won't provide details citing the ongoing investigation, but says the acts were committed July 6th. Police arrested Ruvido at his home in Carmel Valley on July 26th, two days after getting a Crime Stoppers tip. They started a Change.org petition drive, reviving an effort to change the school's mascot, a conquistador."[The mascot] represents Spanish colonialism and the brutal impact that it had on Native Americans," said Emma.The numbers of signatures climbed quickly, and then, they got some surprise backing from school leadership."She liked the mascot change and wanted to go a step further and go for a rebranding," said Charlotte."She" is Serra High principal Erica Renfree. In an email to the school community, she proposed not just a mascot change, but a name change to Tierrasanta High School.Serra High School is named after Father Junipero Serra, a canonized saint who founded Mission San Diego de Alcala in 1769."With the establishment of missions, he participated in a lot of cultural erasure and violence again Native Americans," said Emma.In the past week, protesters have toppled statues of Father Serra in San Francisco and Los Angeles. SAN DIEGO (KGTV) - A security guard at a Clairemont strip mall narrowly avoided a devastating crash Friday.An elderly female driver hit two parked cars, then drove off an elevated parking lot and crashed through a rail. She landed on the street outside the Garfield Shopping Center at 4220 Balboa Avenue and Clairemont Drive.Robert Malone is the security guard for the Goodwill at the mall and was doing rounds of the property.On its way down, the van flew just six feet over Malone’s head.“I look up, I got a van coming at me,” said Malone.The van hit a telephone pole, bringing the pole and the lines down.Malone said up to a dozen men jumped down from the parking lot to pull the driver from the van. The group called 911 and paramedics took the woman to the hospital. No one else was hurt.San Diego Police are investigating the cause of the crash. 869

  

SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. "What better way to make them feel that they have a stake in the community is there than giving the right to them."Those who support Prop 17 argue, "when a person completes their prison sentence, they should be encouraged to reenter society and have a stake in their community. Restoring their voting rights does that. Civic engagement is connected to lower rates of recidivism.
