(KGTV) - SANDAG will start a million project in September, hoping to stabilize Del Mar cliffs that support railroad tracks.Geologist Dr. Pat Abbott says this winter and spring have been rough for bluffs, "in the past few months with a lot of rainfall, we've seen cliff collapses galore in Del Mar."SANDAG says they're going to install pillars and repair drainage structures, "put in steel beams, tie backs, bits of concrete walls, to start to stabilize some of the beach cliffs," Abbott added.The nine-month long project stretches from Seagrove Park to Carmel Valley Road."I think it's a wonderful idea, it's better to do it now, get it behind us, before something happens and a train goes off the side of the cliff," neighbor Lynn Kunkle said.Abbott calls it a Band-Aid, "there's no easy way to get out of this...You have tall sea cliff standing here, ocean waves beating at the bottom, rains soaking into the ground you have trains going by better than 50 a day."Each of those factors eroding the cliff side. Down on the beach lies an example of the fight between amn and mother nature. A concrete drain's side sticks out past the eroded cliff by about two feet. Abbott said the same will happen with this project.A seawall has another negative effect, keeping sand from replenishing the beach below. The Coastal Commission made a compromise with SANDAG when they approved the project. SANDAG will build more beach access for pedestrians.Abbott says we need to think long-term, "let's just do a Band-Aid now like the one proposed here, pass it on to the next generation as if it will be simpler for them to solve than it is for us."SANDAG is planning for the long-term, saying they are still looking into options to move the railroad. DENVER – The man accused of killing 26 people and wounding 20 others at a Texas church on Sunday bought two weapons in Colorado and at one point was charged with animal cruelty in Colorado Springs for beating and dragging his dog.Devin Patrick Kelley, 26, was living at a trailer park in Colorado Springs in 2014, according to state voter registration records.In August 2014, he was charged with animal cruelty – neglect or mistreatment. According to a police report from the El Paso County Sheriff’s Office, a woman called deputies just after 10 p.m. to report a Husky puppy running through the Fountain Creek RV Park, where Kelley was staying at the time.The woman reported that she had seen a man, later identified as Kelly, jump on the dog and punch it in its head and neck several times. Another man reported Kelley was yelling at the dog while hitting it, and that the dog was “yelping and whining.” Two others corroborated the story.“She stated she witnessed four to five punches and then the male suspect grabbed the dog by the neck and drug him away,” the report says.The witness said Kelley drug the dog back to a camper at lot 60, which is where Kelley was staying. When deputies went to the door of the camper, Kelley refused to come out and speak to officers, or to show them the dog.After some time, Kelley agreed to come out and talk to deputies, according to the report. One deputy said the dog appeared underweight, and a sergeant got Kelley to tell him he chased after the dog when it wouldn’t obey his commands not to run away.He further told deputies that he had jumped on top of his dog because “it was acting aggressive to another dog,” but denied beating the dog or dragging it back to the camper.Kelley was placed in a patrol vehicle and issued a summons in the case. The dog was taken by a deputy to the Veterinary Specialty Center in El Paso County and was to receive veterinary care, according to the report.The Fountain Creek RV Park told Denver-based KMGH on Sunday it did not recognize his name, nor did it keep electronic records of who had stayed there.Court records show that Kelley was also charged with failing to signal and speeding two months later, in October 2014. A day before Christmas of that year, he pleaded guilty to failing to signal, and was ordered to pay a 5 fine. The speeding charge was amended.Kelley received a deferred sentence in the case of 18 months of unsupervised probation. The case was dismissed once he successfully completed the probation, a Colorado court spokesperson confirmed to KMGHKelley served in the Logistics Readiness division of the U.S. Air Force from 2010, and was stationed at Holloman Air Force Base in New Mexico until 2014. The base is located about 90 miles northeast of El Paso, Texas.In 2012, he was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed to KMGH. He was sentenced to 12 months of confinement and a rank reduction. DENVER - A Colorado gun store owner who appeared on the reality TV show 'American Guns' on Discovery Channel has been sentenced to 6.5 years in prison for tax fraud and dealing without a license.Richard Wyatt, 54, was sentenced to 78 months on Thursday.Wyatt operated the Gunsmoke gun shop in Wheat Ridge, Colorado. He was convicted last year on 10 counts, including not reporting income to the IRS.According to court records, Wyatt surrendered his federal firearms license in 2012 for unspecified violations but continued to sell guns from his store by working with another gun shop that had a license. Prosecutors said Wyatt entered sales from his store into the computer system as "miscellaneous" instead of gun sales and had customers go to the other store to fill out the background check paperwork.The court found that a total of 490 guns were involved in Wyatt's illegal operation, all of which the court ordered forfeited. 938

DALLAS, Ga. – A Georgia student who was suspended for posting a photo of a crowded school hallway on social media is free to return to classes.The mother of 15-year-old Hannah Watters told The Atlanta Journal-Constitution on Friday that she spoke to the principal of North Paulding High School and he rescinded the suspension.Watters took to Twitter Friday to thank the public for their support.“This morning my school called and they have deleted my suspension,” she said. “To everyone supporting me, I can’t thank you enough. If I’m not responding it’s because my life has been somewhat crazy the past few days. Once again thank you.”Earlier this week, Watters posted a photo on Twitter showing students walking down a crowded hallway. Some were wearing masks, but others were without face coverings."I took the photo initially after seeing the first day of school photo taken by someone else go online as well and got picked up by some media coverage,” Watters told CNN. “And I took it out of mostly concern and nervousness after seeing the first days of school."Watters told CNN that she was accused of breaking three codes of conduct while being suspended: using her phone during instruction time, using her phone during school hours for social media, and filming students and posting on a social media platform.While Watters admits she broke the policy about posting images of students on social media, she doesn’t regret doing so though and stands behind her actions.Watters says she did it because she was concerned about the safety of the students, faculty and staff, as well as their loved ones."I'd like to say this is some good and necessary trouble," Watters told CNN.
