China's consumer price index is expected to rise about 3.3 percent in 2007, moving above the government target of three percent, the State Information Centre said on Wednesday. The forecast came after China's consumer price index (CPI) hit a 27-month-high of 3.4 percent in May, driven by an 8.3 percent rise in food prices, from 3.0 percent in April and 3.3 percent in March. "Consumer inflation in 2007 is to be pushed up by food price increases, and food price increases are the result of a surge in meat, poultry and egg prices," the think-tank said in a report published on the China Securities Journal. The centre is a research body under the China National Development and Reform Commission, China's top planning agency. The report said the rise in meat and other foods would not slow considerably until the last quarter of this year because of high grain and cereal prices. But it did not provide any forecast on policy moves. A surge last month in the price of pork, a staple meat on Chinese dinner tables, raised concerns about inflation. After the May inflation data was released last week, Premier Wen Jiabao said the government was prepared to tighten policy further to restrain the economy and inflation. Various ministries also scrambled to respond in an effort to ease public worries about inflation. The Ministry of Commerce said pork prices in major Chinese cities had dropped slightly in the first 10 days of June. But according to the report, meat and egg prices could rise even further in coming weeks, following a 26.5 percent surge in meat prices in May. Besides food, inflation pressures are under control, the report said. Prices of industrial products are unlikely to rise significantly, and labour cost increases in China have yet to be reflected in consumer inflation. It said the pace of inflation in 2007, although it is exceeding Beijing's target, is still within a range the government can control. Monetary tightening and yuan appreciation in China are expected to have some cooling effects on inflation.
Aerospace experts saved the country's first ever manned space mission as the spaceship faced a potentially lethal impact while flying through the communications blackout area before landing, the country's space authorities revealed yesterday.China became only the third country to put a man in space, after the former Soviet Union and the United States, when Yang Liwei orbited the Earth in 2003 in what was a resounding success for its space program.But Xinhua News Agency reported that this was almost not so, quoting the Xi'an Satellite Monitor and Control Center's report on the dangers the Shenzhou V rocket faced."Yang lost every means to communicate with the ground command and control headquarters as he entered the ( Earth atmosphere), which fell in the worst-case scenario prepared by the space mission team," Xinhua quoted Dong Deyi, head of the center, as saying.Communications go down when any spacecraft re-enters the Earth's atmosphere, but in Yang's case, "even radar could not capture any signal from the returning module", Dong was quoted as saying. "After the Shenzhou V came out of the blackout area, the echo signals from the spaceship were still volatile, which sufficiently threatened the safe landing of astronaut Yang."Mission control promptly ordered optical guiding and tracking instead of a communication-guided landing, Dong was quoted as saying."Aerospace technologists used cinetheodolites (optical trackers) on the ground to measure the spacecraft's position and record movements. Precise positioning of the spacecraft enabled officers to properly control the slow-down parachute, which was vital to a soft landing."But the landing was 9 km east of the planned site, Dong said.China began its clandestine manned space program in 1992. A leading Chinese trade union for journalists is considering action against a bogus "official" website for the organization. The website -- www.acja.cn -- runs genuine news industry information and links, as well as the emblem of the All-China Journalists Association (ACJA), the ACJA announced in Beijing Wednesday. "The fake website claims it is the website of the ACJA and uses the emblem of ACJA on their website," Gu Yonghua, ACJA party secretary said. "Under the name of ACJA, it even runs recruitment advertisements, carries advertisements and operates other business," Gu said. The fake website uses the abbreviation of the ACJA''''s English name as its domain name, while the genuine official website of the ACJA -- www.zgjx.cn -- uses the abbreviation of the Pinyin, phonetic Chinese name. "The fake website has several unhealthy links that impair the reputation of ACJA," claimed Gu. "The website has infringed on the rights of the ACJA," Gu said, warning Internet users to avoid the bogus site. The ACJA, formerly the China Youth Journalists Association, was founded in Shanghai on Nov. 8, 1937. The association, as a national association for Chinese journalists, has 223 local association members representing750,000 Chinese journalists. The genuine website for the ACJA was just opened in February. The fake website carries the claim that it opened 10 years ago and is planning to go public. It is linked to several media websites, including The People''s Daily and the Washington Post. Search engines like Google and Baidu are also on its webpage. However, the server and operators of the website are still unknown, sources with ACJA said. The ACJA was contacting the Ministry of Information Industry and other government agencies to identify the operators and servers and would take legal action against the website if necessary, said ACJA sources.
BEIJING, Mar. 1 -- Mrs Zhang is very much looking forward to the opening of Beijing's new Line 10 metro route. On Friday, the 72-year-old was buffeted and bashed as she tried to get on a bus at Guomao, where she had been visiting her son at his office. She wanted to get to Shuangjing, she said, but the crowds were so big and boisterous, she kept getting pushed to the back of the queue. However, she knows that when the new Line 10 opens, her journey will be a lot less stressful. "I really wish I could take the subway. It's faster and less painful," she said, doing her best to avoid the crowds and passing buses. Scheduled to open in June, Line 10 will provide a high-speed link for commuters - and their elderly relatives - between Bagou in the west and Jinsong in the south. On Friday afternoon, Zhou Zhengyu, deputy director of the Beijing municipal committee of communications, joined a group of journalists to try out the new route. The 15.5-billion-yuan (2.18 billion U.S. dollars), 25-km line, along with two other routes linking the airport and the Olympic Green, will open in June, once testing has been completed - just in time for the millions of Olympic visitors, he said. "But we won't slow down our construction plans once the Games have finished," Zhou told China Daily inside one of the line's new carriages. "In fact, we will accelerate our development plans to provide an even better service for the people of Beijing." Since the opening of Line 5 in October, the number of passengers using the subway has risen by more than a third, he said. By 2015, Beijing's metro will stretch more than 561 km and feature 420 stations, Zhou said. The existing network spans 155 km and has 93 stations, with the cost to develop each additional kilometer averaging out at about 500 million yuan, Liu Hongtao, a senior official with the Beijing railway transportation construction corporation, said. He told China Daily the massive infrastructure project was already progressing well. "Three lines are close to completion, one is under construction, and ground has been broken at six others," he said. "The total cost of all the extra lines will be something like 200 billion yuan by 2015," he said. "The government's usual annual budget for public transport is about 1 billion yuan," Zhou, who will be in charge of public transport in Beijing for the next five years, said. Reduced bank deposits by Chinese households suggest that a large amount of money is being invested in the capital market, according to the central bank. Household deposits decreased by 167.4 billion yuan (.7 billion) in April. In contrast, they increased by 60.6 billion yuan (.9 billion) at the same time last year, the People's Bank of China said on its website yesterday. The high growth rate of M1 a narrow measure of money supply that includes cash and demand deposits plus diminishing household deposits suggests Chinese households are keeping money on tap for investment in the capital market. The red-hot stock market has grown by more than 50 percent this year after doubling last year. Stock mania is sweeping the country despite warnings of a speculative bubble but small investors are rushing to pull out money from bank savings accounts and deposits to pump them into the share market. Some are even mortgaging their houses or dipping into retirement savings to feed the frenzy. Economists say the government should take steps to moderate the price surge or risk a sharp fall that could hurt millions of small investors. "This is a very critical time. If policy adjustments take place now, the market can still have sustainable development," Hong Liang, a Goldman Sachs economist, told Associated Press. "The longer they wait, the harder the eventual landing will be." Enthusiasm for stocks is fueled in part by a lack of other attractive investments and low interest rates. Some have made fortunes in the booming real estate market, but the government is cracking down on speculation to rein in soaring housing costs. On Friday, the government announced it will raise the amount that Chinese banks are allowed to invest in stocks abroad, possibly diverting some of the money pouring into domestic markets. But economists said the amounts involved will be too small to affect the country's money flows. There has also been some talk of imposing a capital gains tax to cool off speculation.
