SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts used a Taser but it didn't stop Denham, forcing Pitts to retreat for a block and a half while he continued to order Denham to drop the chain and get on the ground.The DA's office added Pitts warned Denham he would shoot if he continued to refuse. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751

SAN DIEGO (KGTV) - Scripps Health revealed Tuesday plans for major new construction projects and buildings at its hospitals in San Diego County.The master plan includes flexible design spaces for evolving technology in patient rooms, operating rooms, laboratories and diagnostic centers, Scripps officials said.More care will be delivered on an outpatient basis at clinics and other facilities so Scripps can use acute care hospitals to care for the most seriously ill patients, said the company."This is our vision to build the health care system of the future - starting today," said Scripps president and CEO Chris van Gorder. "Our focus is on delivering the right care in the right setting that reflects the changing health care needs of the communities we serve across the San Diego region."The projects will be financed by operating revenues, borrowing and philanthropy, Scripps said.Scripps Memorial Hospital La Jolla:Construction includes a new seven-story, 401,000 square-foot hospital tower. It will feature a woman's health center, nursery, and neonatal ICU. The building should be finished in 2024.Scripps Mercy Chula Vista, Scripps Green Hospitals:The facilities will undergo seismic retrofitting. The work will start in 2022 in Chula Vista and 2027 at Scripps Green.Scripps Mercy San Diego:The campus will be the largest project for the health care system. The existing acute care building will be replaced with a new 710,000 square-foot 15-story tower. Most of the rooms will be private. The central energy plant will also be upgraded. Construction will start in 2022 and end in 2027.Scripps Memorial Hospital Encinitas:Plans include a new 185,000 square-foot three-story acute care building, a new medical office building, seismic retrofitting and energy plant upgrades. The work will be finished in 2024.Other projects:Construction includes two new Scripps MD Anderson outpatient cancer centers at Scripps Mercy San Diego and Scripps Radiation Therapy Center in La Jolla. Across San Diego County, small business owners hoped customers would make an effort to shop local during a time when they’re hurting.“A day like this could potentially be one of the most important days for a small business,” said Joey Flores, saying Chimera, an outdoor market for clothing, records and cacti in North Park, was taking extra precautions for small business Saturday to protect people from coronavirus.In Barrio Logan, sisters Marla and Abigail Mercado went to Casa Xovi, a local gift shop filled with items celebrating the Latino community.“Supporting our local business because we want, especially in Barrio Logan, we really want the history and the culture to stay here. So even if you’re only spending ten bucks here and there, that’s money that adds up,” they said.Casa Xavi owner Xochitl Villarreal said she’s seen more customers the weekend following Thanksgiving and hopes this continues. SAN DIEGO (KGTV) - Secretary of Homeland Security Kirstjen Nielsen visited San Diego Monday, making her first local stop since joining President Trump's cabinet in December.Nielsen arrived in San Diego after a long flight from South Korea, where she helped represent the United States at the Paralympics. The trip also coincides with President Trump's arrival in San Diego Tuesday.Nielsen spent most of her day with the Coast Guard. She took a helicopter ride for an aerial tour of the border wall prototype site, then gave a speech to the Coast Guardsman."True border security involves a wall system, which, of course, include the physical infrastructure, but also mission-ready agents," Nielsen said in her speech as she touched on the controversial issue of immigration.Nielsen then boarded a Coast Guard response ship to watch a tactical demonstration put on by the Coast Guard's elite Maritime Security Response Team.She will remain in San Diego to join President Trump for his ground tour of the border wall prototypes Tuesday. 1046
