Cynthia Santiago and the first Latina filling the role.“I'm excited and nervous, and excited-and-nervous is like a constant continuation,” Santiago said.She has been on the force for 10 years and said she joined the police department because she wanted to give back and help her community. She said she also feels some weight on her shoulders."I'm the first one stepping into this role, but I think that as a sergeant,” Santiago explained, “I think my career as a police officer and as a detective shows the type of person I am."She has experience in the patrol unit, domestic violence unit and as a detective."You know, just a regular person - I'm a mom, I'm a daughter and a police officer,” she said. “I don't want to just be considered just the 'Latina police officer.' I have plenty of extracurricular activities that I do outside of work with my family."Santiago took on special projects and efforts such as building a relationship between the department and the growing local Latino community. One way was by helping to start the Hispanic Citizen’s Police Academy last autumn.She will work out of the fourth precinct and said she hopes to continue working on these initiatives as a sergeant."It was so successful, that Hispanic Citizen's Police Academy, and hopefully we have another one because we had a lot of interest of people who still wanted to join,” Santiago said. “Once this pandemic leaves, maybe have some type of community event and invite the community leaders of the Hispanic population here in Virginia Beach."She officially starts her role on Thursday. Video of an Arizona guitar hero is wowing people around the country.  The guitarist is Ridge Brown, a senior at Ironwood High School in Glendale, Arizona. He played the national anthem for a school assembly and the video posted by his teacher has gone viral, with thousands of clicks and attention from national news outlets. The reason, Ridge is a student with autism. The performance in front of his classmates was the first time he played in public, and he nailed it. "I was a little nervous, but I always felt excited," Ridge told Scripps station KNXV in Phoenix. "Autism can't hold me back because I'm a real rock star." That's the message his dad, Glen Brown, loves to hear. "There's a very, very smart person inside there, trying to get out," Glen said. Glen's mission in life is unlocking that potential. These days, Glen said Ridge loves talking and interacting with people, but that wasn't always the case. Ridge was nonverbal until age three. Music was the thing that finally freed Ridge from his autistic silence when he started singing with the radio. "It helps me express every emotion I have inside my entire brain," Ridge said. Now, he has plans for an encore."If the Suns wanted me to play the National Anthem at the game I'll be doing that," Ridge said. At the end of Ridge's first performance, a thunderous applause warmed dad's heart. "I broke into tears," Glen said. VISTA, Calif. (KGTV) -- The San Diego District Attorney is expected to decide later this week whether there should be a new trial in the case of Kellen Winslow Junior.Tuesday morning, the judge declared a mistrial after the jury said it was deadlocked on eight remaining counts. The counts include kidnapping, forcible rape and forcible oral copulation involving a hitchhiker last year in Encinitas and forcible rape and rape of an unconscious person for an alleged attack on a teenager at a party in Scripps Ranch back in 2003 when she was 17 and Winslow was 19. The other counts the jury deadlocked on are willful cruelty to an elder and battery against an elder. The prosecutor said the jurors were leaning toward conviction. "On each one of the counts, there were a majority of jurors who voted in favor of guilt. They voted 10-2 in favor of guilt on forcible sodomy of Jane Doe 2. They voted 10-2 in favor of guilt for the forcible rape of Jane Doe 4. They voted 10-2 in favor of guilt on the counts of elder abuse and elder battery regarding Jane Doe 5 and then they voted 8-4 in favor of guilt on the rape of an unconscious person for Jane Doe 4 and they voted 7-5 in favor of guilt on the kidnap for rape, forcible oral copulation and and forcible rape of Jane Doe 1," said Prosecutor Dan Owens. Defense attorneys said the deadlocked jury shows there were credibility issues among the accusers. There was no corroborating evidence whatsoever, it's just people's word," said defense attorney Brian Watkins. The case involved 12 counts and the testimony of 5 women."We were always concerned about trying the cases together. Our position was always that these cases would not be able to stand alone. We fought to keep the cases separate. We lost that battle. We took on all these cases at once and we still prevailed to the point that we did not get convicted of everything and we have more litigation to do," said Watkins. Monday afternoon, the jury convicted Winslow of raping a 58-year-old homeless woman in Encinitas last year. Jurors also found the former NFL tight end guilty of indecent exposure and lewd conduct involving two other women. He was acquitted of a second count of lewd conduct involving one of those women. Watkins said they'll appeal the three convictions. "We won't be satisfied until he's exonerated and he's back home with his family," said Watkins. RELATED: Jurors request clarifications from judge as Winslow deliberations continueWinslow is facing 9 years in prison on the convictions, but if he had been convicted of raping more than one woman he could've been sentenced to life in prison. "Right now, he's facing eight years in state prison, life time sex offender registration for the forcible rape of Jane Doe 2. He'd be facing an additional 6 months for each 1 of the misdemeanor counts of indecent exposure and lewd acts committed against Jane Does 3 and 5, for a total of potentially 9 years in prison," said Owens. Sentencing is on hold until a decision is made about a new trial. Winslow's father, Kellen Winslow Senior, a Chargers Hall of Famer attended every day of the trial, but declined to talk to the media. A hearing is scheduled for 10 a.m. Friday on setting a new trial. "Ten jurors did feel very strongly that he had committed forcible sexual offenses against more than one victim, that would lead to a lifetime prison term and that will be another factor we will consider very strongly in determining how to proceed with the case," said Owens. 3618

VISTA, Calif. (KGTV) -- The Vista Unified School District confirmed that a student at one of its high schools tested positive for COVID-19.According to the district, a positive case in a student was reported at Mission Vista High School on Tuesday, resulting in about 130 students in the four classes the positive student attended to be placed into a 14-day quarantine. Those students will pivot to virtual learning.Staff members involved in these classes or who may have come into contact with the student were also quarantined, the district said."The student did not come into close contact with every student; however, since this is our first incident, we are proceeding with an abundance of caution," a district release stated.District officials said schools will reopen at normal capacity on Friday.The positive test comes just two days after Vista Unified reopened its schools for in-person instruction.Part of the reopening plan, known as “Vista Classic,” includes attempts to have social distancing as much as possible. The district will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.According to the district dashboard, prior to the full reopening, there were four confirmed positive COVID-19 cases at schools between Sept. 8-Oct. 19. 1300
