SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. If you're following the regulations, staying away from people, have your mask and disinfectant ... if you're following the protocol, you can."The restrictions on non-essential travel do not apply to anyone crossing the border for work, school, or medical treatment.The restrictions are set to continue through September 21.ABC 10News reached out to CBP for comment and will update this story when they respond. 1630

SAN DIEGO (KGTV) -- A San Diego man was arrested Saturday after allegedly assaulting an elderly woman at a Central Coast beach parking lot in San Luis Obispo, law officials said.Morro Bay Police Officers responded to a disturbance call at around 1 p.m. at the Morro Rock parking lot on Coleman Drive, authorities said.Witnesses told officers that the suspect assaulted an elderly woman and knocked her to the ground. Numerous people witnessed the attack and went to help the victim, according to police.Officials said the woman was treated by first responders for moderate injuries.In a press release, officials said Brian Robert Sprinkle, 39, of La Jolla, "was participating in a surf competition when he exited the water and assaulted the woman without provocation."Sprinkle was booked in the San Luis Obispo County Jail on felony charges of elder abuse and battery, according to Morro Bay police.Officers also found a firearm with Sprinkle's property and seized it.It is believed the suspect was under the influence of marijuana and hallucinogenic drugs, police said in a statement.Anyone with information regarding this incident is asked to contact the Morro Bay Police Department (805) 772-6225.While police say Sprinkle was taking part in the Big, Bad and Ugly surf competition, surf contest organizers tell KSBY News he was not registered with the contest and is not affiliated with any of the surf clubs that participated.ABC 10News affiliate KSBY News contributed to this report. 1497

SAN DIEGO (KGTV) -- A winter storm warning has been issued for the mountains in San Diego County ahead of a strong winter storm expected to move in Monday night.The winter storm warning goes into effect from 7 p.m. Monday to 10 p.m. Tuesday.Snow accumulations are expected to be anywhere between six to 12 inches with difficult travel conditions expected, warned the National Weather Service.More than a foot of snow is expected above 6000 feet with accumulation between 4000 and 6000 feet expected to be four to eight inches and accumulations between 3000 to 4000 feet expected to be between two and four inches.The National Weather Service also said snow is expected to fall to 2000 to 2500 feet Tuesday.  RELATED: Ski Reports | Today's Forecast | Traffic conditions | Strong winds, light snow hit Laguna Mountains In addition to heavy snow, winds could top out at 50 miles per hour.The San Diego County Sheriff’s Department says mountain residents should be prepared for crowds as families from low-lying areas travel to snow-packed mountains.Area businesses also say they typically see an influx in visitors during snowy periods.An employee with the Julian Lodge Bed and Breakfast says visitors usually come from San Diego, North County, Los Angeles and that the lodge has even hosted visitors from as far away as China and Japan.In San Diego, 280 beds are being made available downtown as cold winter temperatures are set to swiftly fall over the county after sunset.Father Joe’s Village will house 250 people at its building on 1501 Imperial Avenue. Check-ins will also be made available throughout the night with meals also being provided.As many as 30 others will be sheltered at the PATH San Diego/Connections Housing Shelter at 1250 Sixth Avenue. SAN DIEGO (KGTV) -- AMC is reopening an additional 140 theaters nationwide by Friday, including seven of its locations in San Diego County.The reopenings will mean 70 percent of the company's theaters, 420 total, will be open before Labor Day weekend.A vast majority of the theaters, the company said, will reopen on Thursday.On Friday, Sept. 4, these seven San Diego area theaters will be open to the public:AMC Chula Vista 10AMC Fashion Valley 18AMC La Jolla 12AMC Mission Valley 20AMC Otay Ranch 12AMC Plaza Bonita 14AMC DINE-IN Poway 10As part of the reopenings, AMC is "offering an array of food and beverage treats, including regular popcorn, regular Coca-Cola Freestyle drinks and KidsPacks, through the end of October. SAN DIEGO (KGTV) — Alcohol giant Constellation Brands is bidding bon voyage to San Diego-born Ballast Point.The company announced Tuesday it will be selling Ballast Point Brewing Company to Chicago-based Kings & Convicts Brewing Company for an undisclosed amount.
