Interior Department Secretary Ryan Zinke signed an order Friday morning aiming to expand access for hunters and fishers to public lands and monuments.In what is being described as an "expansive" secretarial order, Zinke's rule would ultimately allow broader access across the board to hunters and fishers on public lands managed by the Interior Department, according to the order.A section of the order also amends the national monument management plan to include or expand hunting and fishing opportunities to the "extent practicable under the law."The order cites a 2007 executive order from President George W. Bush to "facilitate the expansion and enhancement of hunting opportunities and the management of game species and their habitat." It directs agencies to to create a report and plan to streamline how best to enhance and expand access to hunting and fishing on public lands.The Interior Department oversees national parks, wildlife refuges and other federal lands.The secretarial order also aims to expand educational outreach for hunting and fishing to "under served" communities such as minorities and veterans as well as increase volunteer access to federal lands."Today's secretarial order is the latest example of how the Trump administration is actively moving to support hunting and other forms of outdoor recreation on public lands," Zinke said in a statement."Hunting and fishing is a cornerstone of the American tradition and hunters and fishers of America are the backbone of land and wildlife conservation," he said.Interior said Obama administration policies were too restrictive."Through management plans made under the previous administration, which did not appreciate access to hunting and target shooting like this administration does, access and usage has been restricted," said Interior spokeswoman Heather Swift.Zinke's rule will not have to go through a formal rule-making process.It is the second major action from Interior in the last few weeks.In August, Zinke recommended shrinking the boundaries of a handful of national monuments, but stopped short of suggesting the elimination of any federal designations following a review ordered by President Donald Trump.At Trump's direction, Zinke earlier this year launched a review of 27 national monuments, a controversial move that could undo protections for millions of acres of federal lands, as well as limits on oil and gas or other energy production. INDIANAPOLIS — Parents of two girls who attend Horizon Christian School on Indianapolis’ northeast side say their daughters are being bullied and threatened because of the color of their skin.Alexander Wortham realized something was happening when his daughter, Imani, started acting strange, asking to stay home from school more often than a typical teen girl.He and Dominique Duncan soon found out that their two high school daughters were being bullied.“Silence is killing our young people," Wortham said. "People not dealing with the issue. Not dealing with the problem and I think for us, as parents, enough is enough."Duncan agreed.“Very let down as a parent. Very let down,” Duncan said.Imani and her friend, LaShanti, say a male student started bullying them at school saying things like “If the school ever gets shot up, you’ll be the first one to get shot.”“He pointed to me personally, he looked me in the eye,” Imani said.“He said he would sell me into slavery if I didn’t do what he said and then he started making little jingles about slavery,” LaShanti said.According to an email the parents received from a school administrator, the school suspended the student last week after the girls’ parents brought the issue to the administration’s attention. But that student was allowed to return to class on Monday.The girls felt so uncomfortable, they both decided to stay home this week.“We should be able to go to school and not feel threatened, scared or having to be on edge the whole time,” Imani said.Both parents say they want the school to create more concrete policy changes on bullying. They both suggested an all-school assembly or bringing experts in to discuss race relations and bullying.The Horizon Christian School principal denied to comment on the situation, saying it’s against school policy to discuss students without permission from all parents involved.  1900

At their last speed test in the tube, she says their pod traveled 240 miles per hour, limited only by the length of the track. At top speeds, Sengupta says the Hyperloop is expected to travel at about 700 miles per hour. That, she said, means Hyperloop is not science fiction. “It is science fact because you can see it right here.” She spent most of her career working at NASA but brought her expertise back down to earth to help make Hyperloop a reality. This project reminds her of working on spacecraft. “I’m used to working with vacuum systems,” she said. “I’m used to working with electromagnetic propulsion.”How does Hyperloop work?Sengupta said the Hyperloop also uses a vacuum system. An electromagnetically propelled pod, designed to fit nine to twelve people, would levitate and travel through a vacuum tube. Between the levitation and vacuum system, she said the ride would remind people of an airplane but better. “There is no such thing as turbulence, right? Because you actually have no air around you on the outside of the pod so the ride is actually going to be much smoother,” she said. “You’re not even going to be able to tell you’re going that fast.” When will it be ready?“We would like to have them operational within the next two to three years,” said Sengupta.  1686
