Breonna Taylor's mother, Tamika Palmer, requested a new special prosecutor to review her daughter's case. During a meeting Friday, the Kentucky Prosecutors Advisory Council voted not to approve her request.Tamika Palmer and her attorneys argue Kentucky Attorney General Daniel Cameron did not accurately explain the law to the grand jurors, present evidence correctly, and perform the job bias-free.Which leads to their request of having a new prosecutor appointed to Breonna Taylor's case. While the Kentucky Prosecutors Advisory Council can replace a local prosecutor with the attorney general, the council noted they do not have the legal authority to replace the attorney general."No basis in case law or statute exists for the prosecutor advisory council to appoint a new, independent prosecutor as requested by Ms. Palmer," Chris Cohron, the Commonwealth's Attorney for the Eighth Judicial Circuit in Bowling Green. The council voted unanimously. As soon as the council made its decision, the people watching the virtual meeting spoke out, with one person saying, "You're wrong, and you know it."That's the end of the legal road for Breonna Taylor's family regarding state or criminal penalties. Now it's up to the FBI to finalize the investigation. This story was first reported by Jacqueline Nie at WLEX in Lexington, Kentucky. 1340

Both houses of Congress passed a nearly 5,600-page bill late Monday night; the COVID relief package was combined with a massive .4 trillion government spending bill to keep federal agencies funded for the next fiscal year and set government priorities. The relief package contains stimulus checks up to 0 for individuals, help for small businesses and for renters. But the bill overall also contains funding for two Smithsonian museums, a statement on the reincarnation of the Dalai Lama and extending tax breaks for NASCAR racing in addition to other government priorities. Here are a few programs listed in the bill:Climate: Several smaller bills having to do with climate change and renewable energy were wrapped in the government spending bill and relief package. Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. The bill will extend them.Pakistan: At least million is being set aside for programs in Pakistan, broken down as “not less than ,000,000 shall be made available for democracy programs and not less than ,000,000 shall be made available for gender programs.” Although there are not a lot of details in the bill itself, gender equality is a component for development of Pakistan, according to the United Nations Population Fund.Smithsonian museums: The government bill sets aside funding for two new Smithsonian museums; American Women’s History Museum and National Museum of the American Latino.“A comprehensive women’s history museum would document the full spectrum of the experiences of women in the United States, represent a diverse range of viewpoints, experiences, and backgrounds, more accurately depict the history of the United States, and add value to the Smithsonian Institution,” the bill states in establishing the new Women’s History Museum. The National Museum of the American Latino will help visitors “to learn about Latino contributions to life, art, history, and culture in the United States.”Tibet and the Dalai Lama: The bill sets out the objectives of the special coordinator for Tibetan issues, to “promote substantive dialogue without preconditions, between the Government of the People’s Republic of China and the Dalai Lama … that leads to a negotiated agreement on Tibet.” Also to coordinate with other countries to this end, and to promote the human rights of the Tibetan people. It also states this representative of the U.S. should ensure that the identification and installation of any future Dalai Lama be determined by the Tibetan Buddhist faith community. There has been controversy recently because China has inserted itself in the selection process over who the next leader of the Buddhist faith should be. In 2019, China said the reincarnation of the Dalai Lama must “comply with Chinese laws and regulations.”The 14th Dalai Lama, Tenzin Gyatso, issued a statement in 2011 explaining the traditions of the selection of Dalai Lamas, including reincarnation. Many members of Congress expressed concern at the lack of time given to read the massive bill before voting on it. The text was uploaded online at 2 p.m. ET, just hours before the House and Senate were asked to be ready for a vote. 5441

BOSTON (AP) — With the official start of spring weeks away, a winter storm dumped more than a foot of snow on parts of the northeastern U.S. overnight Monday, prompting school closures, power outages and a messy morning commute.Temperatures were then expected to plunge into the teens overnight and linger there for the most of the week, raising the risk of dangerously icy conditions, officials and meteorologists warned."Well, we finally got a good one. We've been waiting a whole winter and it finally came," said Michael Raab as he used a snow blower to clear his driveway in the Boston suburb of Arlington, Massachusetts, on Monday. "The kids were happy there is a snow day. I hope we won't have too many more of these since we're looking forward to the spring."But, at least in New England, the snowy weather isn't completely done: more could be on the way Friday or Saturday. That storm is still too early to predict, but it shouldn't be as significant, said Bryce Williams, a Boston-area meteorologist for the National Weather Service.Monday's storm, which started Sunday night but hit the hardest in the early morning hours, was the largest storm parts of New England have seen in a relatively quiet winter.Boston saw about 10 inches of snow, but parts of Connecticut, Rhode Island and Massachusetts saw up to 16 inches (41 centimeters), according to the National Weather Service. The Boston-area has now registered about 26 inches (66 centimeters) of snowfall this season, still below the region's average of over 35 inches (90 centimeters)."It just takes one storm and we're up back close to where we typically are this time of year," said Williams. "We caught up quite a bit with this one system."New Englanders have grown accustomed in recent years to seeing winter start slowly and linger past its welcome."We're kind of used to it by now," said Tracy Scatterday as she shoveled snow and her two daughters played outside their house in Arlington. "I feel like March is our month now for snow."Meanwhile, just 5 inches (13 centimeters) of slushy snow fell in New York City and quickly began to melt Monday. The modest totals were still enough for Democratic Mayor Bill de Blasio to close schools, as did hundreds of other communities throughout the country impacted by the storm. In parts of Nebraska, dangerously cold temperatures prompted closures as wind chill temperatures registered as low as 40 below zero (minus 40 Celsius) Monday morning. In the Philadelphia-area, the storm appears to have contributed to the death of two teens in a single-car accident about 30 miles (48 kilometers) Sunday evening. The driver, a 17-year-old, was hospitalized. And in New England, nearly 60,000 customers were without power at the storm's peak, though many of those had their power restored by the afternoon. In the Boston suburb of Needham, a snowplow struck a gas meter at an assisted living complex, triggering a gas leak and forcing more than 100 elderly residents to evacuate. No injuries were reported and residents were able to return after a few hours. In northern Maine, a small regional jet carrying 28 passengers and three crew members slid off a runway at Presque Island International Airport. The pilot and three passengers suffered minor injuries, and part of the plane's landing gear appeared to have been torn away as it came to rest in deep snow Monday morning. 3385

BLOOMINGTON, Minn. (AP) — The FBI is investigating after a piece of rope resembling a noose was found in a Black firefighter's locker in the Minneapolis suburb of Bloomington. An FBI spokesman confirmed Saturday the bureau is investigating and said that the case is in its initial stages. Bloomington officials had asked the FBI to investigate. Officials say that the rope was tied into what appears to be a crude noose and was discovered at a Bloomington fire station on June 15. The discovery was reported to Fire Department leaders eight days later, on Tuesday. The fire chief says such acts that “embody hate, intimidation, and aggression will not be tolerated.” Mayor Tim Busse says he's “disgusted, angry, and embarrassed by this cowardly act.” 758
