SAN FRANCISCO (AP) — A scathing grand jury report released Tuesday after a 2018 Northern California wildfire killed 85 people found that Pacific Gas & Electric officials repeatedly ignored warnings about its failing power lines, performed inadequate inspections to focus on profits and refused to learn from past catastrophes. SAN DIEGO (KGTV)- The high temperatures, dry brush, and low humidity are leading to elevated fire danger in San Diego County this week.Cal Fire San Diego is asking everyone to be prepared for the possibility of a wildfire igniting.“We depend on the public to be careful; we depend on the public to be prepared at a moment’s notice to evacuate,” said Cal Fire Captain, Isaac Sanchez.“The fact that the winds aren’t there, it does not help us sleep at night; we’re still very dry. It’s still October, and we know that even though there aren’t winds now, we can bet money that there will be winds later.”As fire danger remains a threat across the county, families braved the heat taking schoolwork outside at Mast Park in Santee, after being stuck at home for months.“It’s so much easier for the kids to stay motivated on getting their work done,” Jennifer Sailler. “It’s harder to stay inside our home with the AC running than it is to be outside in the warm heat.”The heat is also keeping business going for some.“My job requires me to have a close relationship with snakes and the sun,” said Alex Trejo, So-Cal Rattlesnake Removal. “When it’s hot, what they’re actually doing is trying to find shelter. “Trejo removes rattlesnakes from properties and relocates them to areas where they can have a second chance at life.He said he’s been getting more calls for rattlesnake removals in the East County during the hot weather.“It’s very important to understand the nature of the snake; the snake is not out to hurt people, the snake is a survival expert,” he said. “My priority is making sure families are safe during this heatwave because they will be coming on people’s properties right now.”The heat advisory will remain in effect until 5 PM Friday. 1757

SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. Gavin Newsom to suspend AB 5.“This is absurd that the governor is allowing an environment where parents have to run the risk for violating AB 5, a state law, facing penalties and fines for doing so, just because they’re trying to help their children learn,” he said.DeMaio said parents who want a tutor for their child during this challenging time might be required to hire them as employees, not independent contractors.He has created an online petition and urges people to sign it before it’s sent to the governor.Assemblywoman Lorena Gonzalez authored AB 5 and sent the following statement to ABC 10News in response to DeMaio’s press conference. 1299

SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. But he said it could be worse. “They could turn the whole program off if they wanted, so we are fortunate to at least have two days.”The closures are in effect for the next year. 3174

San Diego (KGTV)- Hygiene continues to be a struggle for those living on the streets, especially during the pandemic. Non-profit Duwara Consciousness is helping the homeless gain access to a hot shower.The non-profit uses its food trailer to feed the homeless. On average, they provide about 1,500 meals per week."Our distribution network currently runs as far as San Ysidro and as far north as Carlsbad," says Harisimran Khalsa.But as we continue to experience the COVID-19 pandemic, Khalsa says access to a hot shower was limited for those in need. This prompted her and partner, Davinder Singh, to move forward with their idea of a shower trailer."Hygiene access is just not as frequent. So you do end up coming down with more bugs, more viruses," says Khalsa. "We think that this is really a time when we have to focus on hygiene for our homeless population."The shower trailer contains seven individual stalls, including one that is ADA compliant."It's really critical for our guests that they have a secure environment in which to shower."Khalsa says about 20 people can use the shower per hour. The stalls are cleaned after each use following CDC guidelines.The trailer comes equipped with sinks for people to wash their hands, shave or brush their teeth. It also has laundry services. The non-profit partners with other organizations to provide space and water.Duwara Consciousness plans to launch the shower trailer on Friday officially, but so far, they say users have been grateful for a simple hot shower. 1525
