The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled.Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board.The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. San Diego Fire-Rescue said the cause of the fire was still under investigation, but there is currently no reason to suspect arson.So what now?...For now, the pier is locked off - which frustrates Moore."That is something people like to walk down," Moore said.RELATED: Mystery surrounds fishing boat that erupted in fire on San Diego BayStructural engineers must inspect it, according to the Coast Guard, and said the owner may not be able to afford to pay for the Norton Sound's removal.The Coast Guard is planning to use money from a special clean-up fund - paid for by a tax on oil refineries - to remove the ship. However, that may not happen for a few more weeks."The only positive thing is that people are still coming down here taking pictures.  (laughs)  other than that, they can take it away," Moore said. 2431

SAN DIEGO (KGTV) - Just days after her 97th birthday, a San Diego woman was honored for being a trailblazer in the Marine Corps. Sgt. Maj. Grace Carle's love for her country is apparent in her impressive resume. The retired Marine served during WWII, the Korean War, and Vietnam."She's always been a strong woman. She did what she was told to do, and she did it with honor. She wanted to be proud of what she did," said Jennie Larsen, Carle's niece. Carle was one of nine siblings and joined the Marine Corps when she was 20. She's now the last living Sergeant Major of the U.S. Marine Corps Women's Reserve and was one of only six women to hold the position. "When she went in she worked hard to get all of her advancements, and it's things like giving the women a chance to do jobs that the men had been doing and showing that the women were capable of holding these same positions and doing the same type of work," said Larsen.Carle was recently admitted to Somerset Subacute and Care, where social worker Lisa Abbott met the retired Marine. "When they told me she was a big deal in the Marines, I started googling her!" Abbott said.Carle will soon be entering hospice care, so Abbott decided they needed to honor her. "Somebody like Ms. Carle who's done so much for our country, and for America, and for women in general, this is going to be probably our last chance to thank her and honor her. While she's with us, we're going to take that opportunity," said Abbott. They held a ceremony for Carle at the facility, which included taps by Bugles Across America."The Marine life was her life, and she was very proud to serve this country, you couldn't have asked for a better person," said Larsen.Larsen says her aunt served in the Marine Corps for over 30 years. UPDATE: Grace Carle passed away peacefully in her sleep on September 9, 2019. She was at home in the Monte Vista Village Senior Living Community. 1921

  

SAN DIEGO (KGTV) - It is Tax Day, and if you’re like most Californians, you’re probably wondering what happened to the nice refund you’re used to getting. Or worse, you owe the government this year. So how do you Make it in San Diego on Tax Day? We found an expert who can help.It's the worst sticker shock imaginable. You're used to a little something back from the government every year in the form of a refund, but suddenly you find yourself with a hefty bill. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. And there is help, especially for those with low incomes, the elderly and the disabled.We have provided links to the Volunteer Income Tax Assistance Program and the local Taxpayer Advocate. SAN DIEGO (KGTV) - Mariah Sunshine Coogan's family says she lived up to her middle name. "She would walk into a room, and she would just light it up," her mother, Stacey Coogan, told 10News. The 23-year-old died Monday night when a plane carrying her and six others crashed in Scottsdale, Arizona. The Piper PA24 plane crashed at around 8:45 p.m. local time, shortly after it took off from the Scottsdale Airport.RELATED:  445
