Vance Chandler said at a news conference where the department released police body camera video of the Wednesday night attack.Police Chief Daniel Hahn said the gunman had stashed two assault rifles , a shotgun and handgun in different rooms and opened fire as officers knocked on the door."The officers were essentially ambushed," Hahn said.He said patrol car doors and protective vests couldn't stop the high-powered rifle rounds, and if officers had tried to rescue their fallen colleague before an armored vehicle arrived, "we would have additional officers murdered.""Under the most dangerous and trying circumstances, our officers performed admirably," the chief said.Earlier in the day, suspect Adel Sambrano Ramos, 45, was charged with murder, attempted murder and possessing two illegal assault rifles.O'Sullivan was standing behind her training officer, Daniel Chip, when she was struck, police said.Footage from Chip's body camera showed him approaching a detached garage with his gun drawn, knocking and calling out: "Hey, Adel, Police Department... You're not under arrest, you're not in trouble."The officer then opens a screen door and begins to cautiously enter the open doorway, asking Adel if he is inside and repeating: "You're not in trouble, dude."At that moment, more than 20 rapid shots are heard. Officer down!" he says.Police said the gunman had opened fire from a house behind the officers and barricaded the front door.The charges against Ramos carry special circumstances, including that he killed O'Sullivan while lying in wait, an allegation that would allow authorities to seek the death penalty. However, that decision is months away and Gov. Gavin Newsom has imposed a moratorium on executions.Ramos is set to appear Monday for his first court appearance. Public defender Norm Dawson said he couldn't comment until he receives more details in the case.Police said the gunman strategically shot at officers for hours, using all the weapons kept in different rooms. He surrendered after an eight-hour standoff.Nine days before the officer's killing, a judge issued a warrant for the arrest of Ramos for failing to appear on a charge of battering a young woman.Police said the gunman opened fire as O'Sullivan and other officers helped an unidentified woman clear out her belongings from the garage of a North Sacramento home.Police earlier found two guns in a neighboring home associated with Ramos and learned about the warrant in the battery case. Five officers went to find him before the ambush occurred, police said.Authorities said lower-level warrants like the one Ramos faced rarely lead police to actively seek an arrest."I cannot tell you even in my (30-year) career where we had a misdemeanor bench warrant and we went out looking for somebody. That's just not practical," California Police Chiefs Association President Ronald Lawrence said. "Clearly you had a person who had a propensity for violence and wasn't held accountable for earlier crimes."Ramos has a history of domestic violence restraining orders, but most recently was charged in November with simple battery against a minor woman in September.Defense attorney and former prosecutor William Portanova, who is not associated with the case, said simple battery "means a slap or a push or a shove, but there's no bruises or stitches or bleeding and nothing is broken."Ramos failed to appear in February and a bench warrant was issued then withdrawn when he resurfaced. Another was issued June 10 and was active when O'Sullivan was shot.Sacramento County Sheriff's Department spokeswoman Sgt. Tess Deterding said many times deputies won't arrest lower-level fugitives even if they discover an outstanding warrant, because the offender would simply be released again with a new order to appear in court."I think it largely depends on the scenario at the time. Is this a person that needs to go to jail right now? (KGTV) - A San Diego plan to let houses of worship build affordable housing on land they already own could expand across the entire state.Tuesday, the Assembly Appropriations Committee will debate Senate Bill 899, also known as the "YIGBY" bill. YIGBY stands for "Yes In God's Back Yard."People behind the concept in San Diego say it's one way to help solve California's housing crisis."It's a potential solution," says YIGBY Project Coordinator Mary Lydon. "We need all solutions on deck right now for this housing crisis. It's not going to solve the problem. But it is a very interesting solution."RELATED: Churches trying to build affordable housing to help with homeless problemThe San Diego City Council passed a law in 2019 to ease zoning restrictions and parking requirements on churches and other houses of worship that would allow them to build affordable housing in their parking lots.RELATED: City Council allows churches to build hosing in parking lotsChurch leaders say that land is under-utilized because they only need parking for the whole congregation once a week.Senate Bill 899 goes a little further, letting houses of worship and other private colleges build affordable housing on any land they own, as long as it is in a residentially zoned area.In San Diego, Bethel AME is the first congregation to get a housing project underway as part of the YIGBY movement. They own a duplex in Logan Heights. The church plans to demolish the duplex and replace it with a three-story, 16-unit apartment complex."This falls right into our great commission," says Senior Pastor Harvey Vaughn. "Clothe the naked, feed the hungry, and house the homeless... To provide safe, affordable affordale housing to people - that's a no brainer to me."San Diego's YIGBY group got some push-back from people who say apartment complexes, even small ones managed by churches, don't belong in neighborhoods full of single-family homes.Lydon says that's a luxury the state can no longer afford."We've had people saying, 'No,' in our city, in our region, in this state for decades. And it just put us in a place of great challenge," she says."We need housing for all incomes. And we have to work on this together. We are going to have to agree that some compromises are going to need to be made."A recent study from UC Berkeley says San Diego has nearly 4,700 acres of land that would qualify for YIGBY housing. The coalition hopes to build 3,000 units within the next five years.But first, the bill has to pass through the legislature.The State Senate approved SB 899 earlier this summer. If the Assembly Appropriations Committee approves it, the bill will need to pass a full vote of the Assembly and then get Governor Newsom's signature before it can go into effect. 2785

(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. "This is a great way to get that extra, additional funding and just to get more people out safely using biking and walking."The bill has passed the State Senate and is now in the Assembly. The California Legislature is on recess until August, but the bill will be in committee soon after they reconvene. 2028
