SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says. SAN DIEGO (KGTV) – San Diego State University is going to lose its one and only Christian sorority house. Builders plan to tear it down and put up more housing for students.Alpha Delta Chi sorority sister Madison Zeber walked us through the halls of the sorority house near campus, where 15 women live. The walls are covered with old, handwritten messages of faith. On the outside of the house, there’s a new message. A notice was recently posted by the City of San Diego, of plans to close the only Christian sorority. A private party plans to replace it with 42 units of new housing, intended for students. A neighboring single-family home and fraternity house will also be lost. “It would definitely be heart-breaking,” says sorority sister Carissa Thompson. She was a transfer student and has been living in the house for a year. “Coming here, I definitely wanted to make sure that I had a good, Christian community and I definitely found that here.”The SDSU Research Foundation owns and leases the houses, and tells 10News that the development plans were announced last fall. The sisters won't have to vacate the sorority house until 2020, when their lease is up. “We're trying to fight for this and take it one step at a time,” says the sorority president Alexis Kojo.It’s just one of a series of housing concerns for SDSU students. By this fall, all current, non-local sophomore students must live on-campus. It's called the Sophomore Success Program. Some students say it’s a costly requirement for those of little means, but the school's website reads, “Data show that students who live on campus are better prepared academically, enjoy an increased sense of community and campus connectedness, and graduate at faster rates than those who do not.”Alpha Delta Chi’s lot will not be used for Sophomore Success Program, but that doesn't change much for these sisters. No matter what, they'll have to start packing. “Our way of connecting to the school would be gone. Our sense of identity as Christians on this campus [and] SDSU students would be kind of taken away,” adds Kojo.The sorority says there are public meetings to discuss the redevelopment plans. SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. It is sights like those dark units prevalent across the downtown area that have drawn the scrutiny of County Board Supervisor Nathan Fletcher.RELATED: Making It in San Diego: Here's how much space you can rent for the median income in San Diego"I'm concerned that you have foreign wealth funds buying floors that are never occupied. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were.
