BEIJING, Nov. 19 (Xinhua) -- Chinese ministries and local governments have coordinated efforts to combat price hikes by increasing grain supplies, clamping down on speculation and offering subsidies, as the central government has growing concerns about rising inflation.In a move to head off price hikes, the State Administration of Grain will increase sales of grain supplies to meet the public's needs and stabilize market prices, the agency said in a statement posted on its website Friday.Additionally, it will sell a set amount of cooking vegetable oil and soybeans from government reserves beginning next week, in addition to the weekly sales of wheat, rice and corn that has already begun, the statement said.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, it added.The statement said the move was designed to protect farmers' interests and maintain moderate prices in the grain market.Further, the Ministry of Agriculture announced Friday that it will work to add 8 million mu (0.53 million hectares) of planting areas for vegetables and 2 million mu for potatoes to stabilize agricultural production and increase vegetable supplies during the winter.Also, Zhou Bohua, head of the State Administration of Industry and Commerce, said the administration will "seriously" work to prevent the hoarding of agricultural products, forcing up prices and other speculative practices.These measures echoed the central government's call to tame price rises.China's State Council, or the Cabinet, on Wednesday announced price control guidelines to reassure consumers facing rising inflation.The efforts mainly included imposing temporary price controls on important daily necessities and production materials when necessary, and urging local authorities to offer temporary subsidies to needy families.In addition, the government will work to ensure market supplies and strengthen market supervision.Local governments also unveiled specific measures intended to help people pressured by the higher cost of living. The city government of Changchun, capital of northeastern Jilin province, has announced it will hand out subsidies to more than 40,000 low-income households this month, distributing 50 yuan to each household.Also, Mao Zhiming, an official with the city government of Taiyuan of northern Shanxi province, said the city will offer subsidies to low-income families each month beginning from the first month when the local consumer price index (CPI) rises above 3 percent and continuing until the third month that the CPI remains below 3 percent.

BEIJING, Nov. 20 (Xinhua) -- China's Ministry of Public Security (MPS) has ordered a fresh crackdown on the infringement of well-known foreign and domestic brands' intellectual property rights (IPRs).Greater efforts must be made to fight the production and sale of pirated books, audio, video, software, medicine, food and agricultural products, Liu Jinguo, deputy minister of public security, said at a meeting in Beijing Friday, according to a statement posted on the MPS website Saturday.The special nationwide campaign started Friday and will last until March 2011.At a Nov. 5 meeting, Chinese Premier Wen Jiabao urged government agencies to target the root causes of IPRs infringement while strengthening IPRs protection.In a statement Xinhua received Friday, the MPS said Chinese police in a special March 2006 operation uncovered 3,775 cases of IPRs infringement.In a July 2007 campaign conducted in cooperation with the U.S. Federal Bureau of Intelligence, Chinese police arrested over 20 in connection to the cases.

For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. BEIJING, Dec. 15 (Xinhua) -- China released an amended anti-corruption regulation on Wednesday in which it sets out unprecedented penalties that include imposing punishments for corrupt Party officials, even if they have left their posts or retired.The amended regulation, the latest move of the Communist Party of China(CPC) to battle corruption, was jointly implemented by the CPC Central Committee and the State Council, China's cabinet.Based on a version that took effect in 1998, the amended regulation adds more articles detailing punishments for corrupt officials. It has expanded from 17 articles to 32 articles.Those newly added articles were mainly dedicated to detail the supervisory instructions and liabilities by imbedding provisions from various other regulations in recent years. For example, previously, to punish a retired official was something that was rarely heard of in China.One of the notable changes in the past decade was the popular use of the Internet, which opened up a new channel for the public to supervise officials, said professor Wang Yukai with the Chinese Academy of Governance.The public is able to report more corruption cases through the Internet and by implementing the new regulation, and corrupt officials will have to spend a lifetime constantly 'watching their back,' analysts say.The amended regulation underlines CPC officials' responsibility in promoting transparency when exercising their power and stresses mutual supervision among officials who respectively exercise the power of decision-making, enforcement and supervision.In addition, different punishments were specified for the collective leading organizations and individual leaders in the amended version.In article 18 of the amended regulation, the public is asked to supervise CPC officials, despite no specifications being mentioned in how they might participate.Law enforcement and strengthened supervision from the public and mediaare the key to fighting corruption, professor Wang added.
