SHANGHAI, Nov. 16 (Xinhua) -- The death toll of a big fire that engulfed a high-rise building in downtown Shanghai had risen to 53 by 9:20 a.m. Tuesday, local authorities said.More than 70 people injured in the inferno are being hospitalized.The 28-story building at the intersection of Jiaozhou Road and Yuyao Road in Jing'an District, a densely-populated area in Shanghai, was being renovated when it caught fire at about 2:15 p.m. Monday.The fire was mostly extinguished at 6:30 p.m. after local authorities dispatched 25 fire units and more than 100 fire engines to the scene. BEIJING, Dec. 1 (Xinhua) -- The Purchasing Managers Index (PMI) of China's manufacturing sector rose to 55.2 percent in November, up 0.5 percentage points from October, the China Federation of Logistics and Purchasing said Wednesday.The figure marked the 21th straight month that the index was above the boom-and-bust line of 50 percent.The PMI includes a package of indices to measure performance of the country's manufacturing sector. A reading above 50 percent indicates economic expansion, while that below 50 percent indicates contraction. 

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Nov. 16 (Xinhua) -- A seminar on how to improve China's multi-party cooperation and political consultation mechanism under the leadership of the Communist Party of China (CPC) opened here Tuesday.The seminar was held by the Chinese People's Political Consultative Conference (CPPCC) with the attendence of 251 national political advisors.Jia Qinglin, chairman of the CPPCC National Committee and a member of the Standing Committee of the Political Bureau of the CPC Central Committee, met with the 251 advisors.Wang Gang, vice chairman of the CPPCC National Committee, told the participants to the seminar that the top political task of the CPPCC for now and a future period is to study and implement the guiding principles of the 5th plenum of the 17th CPC Central Committee, which concluded last month.The seminar will last four days.
