SAN DIEGO (KGTV) - San Diego Sheriff's Deputy Richard Fischer was re-assigned to administrative duties after a woman's allegations of inappropriate behavior surfaced this week.Now, a San Marcos woman is alleging Fischer did the same thing to her last year.    The woman is accusing Fischer of inappropriate conduct and touching in August of 2016, according to her attorney, Dan Gilleon.RELATED: Woman claims she was groped by San Diego deputy, files claim against department"Her house was burglarized during in the day and Fischer was one of the deputies that arrived to investigate the burglaries. She opens the door and he looks at her and says, 'It looks like you could use a hug,' and without her consent reaches in and hugs her," Gilleon said.Gilleon added Fischer knew no one else was home."It shocks her, she's startled. The hairs going up on the back of the next," Gilleon said, alleging Fischer then uses the same ruse as another woman claims - asking to use the bathroom."Now he's deeper into the house and hugs her again. I'll be in the community and I'll be keeping an eye out for you," Gilleon said.The second woman saw a news story about the other woman's similar allegations and recognized Fischer, according to her attorney."When she saw the story she knew word needed to get out. She wanted the other woman to know the same thing happened to her and she wanted the community to know this is what he is out there doing," Gilleon said.   Gilleon is filing the second claim next week.An SDSO spokesman told 10News  he will look into this second allegation and issue a statement. 1894

SAN DIEGO (KGTV) — San Diego Sheriff's Department released data Friday giving insight into coronavirus-related enforcement over the past month in the department's jurisdictions.From June 10 to July 9, SDSO reported 673 COVID-19 related disturbances, violations, and citations — broken down into two citations, 74 disturbances, and 597 ordinance violations. SDSO says group disturbances and ordinance violations are calls made to the department and deputy-initiated incidents. Citations include Government Code 8665 and Health and Safety Code 120295, which both make violations of health orders a misdemeanor with possible fines and jail time. 650

SAN DIEGO (KGTV) - San Diego State University warned students Monday about a man who exposed himself to a person at a campus parking structure. The incident happened just after noon Sunday at Parking 1, 5300 College Blvd., SDSU officials said. “The suspect began touching himself inappropriately and then fled northbound toward Alvarado Road,” according to a news release. University officials said the man is in his mid-20s, and Hispanic with dark hair and a tan complexion. He is around 5’7” to 5’8” with an average build. Officials say he was clean-shaven and wearing a black baseball cap, dark or gray shirt, and black pants. Anyone with information was asked to call University Police at 619-594-1991. 714

SAN DIEGO (KGTV) -- Several City Heights homes were evacuated Tuesday afternoon after authorities responding to a medical call found possible military ordnance. The incident began after San Diego Police were called to the scene to investigate a death at 50th and Wightman Streets around 2 p.m. Shortly after police arrived, San Diego Fire Rescue says bomb units responded to the area after what is believed to be a military ordnance was discovered. SAN DIEGO (KGTV) - San Diego students have a new way to report claims of physical or sexual abuse in school.Thursday, District Attorney Summer Stephan announced the creation of a new, online reporting system for suspected abuse. She also announced the creation of the Student Safety in School Systems Task Force."It's critically important that these reports don't fall through the cracks," Stephan says. They fear the claims won't be taken seriously, or the allegations could be covered up. The new online system gives the students a more secure feeling that their claims will be investigated.The task force will vet and review every submission and follow up with the appropriate law enforcement agency. They will also guide the person facing the suspected abuse to find resources and other available services for help.This will not replace the responsibility of mandated reporters within schools, Stephan says.
