SAN DIEGO (CNS) - State regulators have approved .1 million in funding for a slew of hydrogen refueling stations, including four in San Diego County, officials said Saturday.The funding, for a total of 123 stations statewide, will "expand California's early commercial light duty hydrogen refueling and fuel cell electric vehicle markets and (will) accommodate the projected FCEV roll-out in 2021-2024," according to the California Energy Commission.Funds were awarded to three companies -- FirstElement, Iwatani and Shell -- for 36 hydrogen stations to service passenger vehicles. Another 87 stations were also recommended for funding to these same awardees in subsequent funding batches.The funding awarded Friday includes stations at the following locations:1832 W. SAN DIEGO (CNS) - The San Diego City Council is slated to vote next week on its intent to forward an initiative to the November ballot that would create an independent commission on police practices, which is available for review by the general public Thursday.The proposed Commission on Police Practices would review all deaths stemming from interactions with San Diego police, as well as all police shootings.Investigations into these matters would be conducted whether or not a complaint has been made against a particular officer or the department as a whole. Commission staff or contractors operating independently of the police department would conduct the investigations.(Read the proposed initiative text here)The commission may — but would not be required to — investigate complaints against officers not involving deaths or officer-related shootings, according to the proposed measure's language. The proposed body would have subpoena power to call witnesses or request records related to its investigations.The latest version of the proposed initiative, released Wednesday night, includes the addition of an appeals process for any officer the commission finds committed sustained incidences of misconduct. Appeals would be handled by the city's Civil Service Commission.RELATED: San Diego looks to Baltimore Police for de-escalation policy reformsOther incidents the commission could consider investigating include use of force by officers resulting in great bodily injury, "dishonesty" by an SDPD officer relating to "the reporting, investigation or prosecution of a crime," incidents that have "generated substantial public interest or concern," patterns of misconduct by officers or patterns of "inappropriate policies, procedures or practices by the police department or its members."The commission could also make recommendations to the police department on disciplinary decisions for officers, though the chief of police "retains authority and discretion to discipline subordinate employees in the police department."RELATED: Push for new independent commission on police practices in San DiegoThe parameters of the commission, including the number of members, term length, qualifications and method for appointing members, will be determined by the city council. "A truly independent commission is essential to making law enforcement officers more responsive and more accountable to the people they serve. SAN DIEGO (CNS) - San Diego County's Air Pollution Control District selected projects from 49 organizations Wednesday to receive .3 million in grants for projects designed to keep 692 tons of greenhouse gas and pollution out of the skies.The grants, part of the county's Clean Air for All campaign, will reimburse the selected businesses, local governments, schools and utilities for swapping out high-polluting, heavy-duty equipment for low-polluting or zero- polluting vehicles, boats and machinery.The district has notified all the organizations that their projects have been selected to receive the grants funded by California's Air Resources Board and Department of Motor Vehicles.All the organizations must sign contracts to start their projects; seven of the projects must still receive final approval from the California Air Resources Board. The organizations are reimbursed once their projects are completed.District officials estimate that if all 138 selected projects are completed they would improve local air quality over their lifetime by preventing the emission of 562.5 tons of nitrogen engine emissions, 103.5 tons of reactive organic gases that affect ozone production and 26.1 tons of diesel particulate matter -- small particles of carbon like soot. All told, the weight is roughly equal to six space shuttles.The majority of the grant money, roughly .3 million, is targeted to help the county's portside environmental justice neighborhood communities and projects from other state-designated disadvantaged communities. Those include the portside communities of Barrio Logan, Logan Heights, Sherman Heights and western National City as well as El Cajon and San Ysidro.The state Air Resources Board selected those portside neighborhoods as part of its Community Air Protection Program. That program provides special funding for neighborhoods that are disproportionately harmed by air pollution because they're near ports, shipping, freeways, rail yards, freight, warehouses and industries. The board created its program in response to California's 2017 passage of Assembly Bill 617, which aimed to help local communities threatened the most by air pollution.Some of the selected portside and disadvantaged communities' projects include truck, school bus, port equipment and marine replacements.The remaining money comes from a mixture of state air quality improvement funds and will primarily be spent to upgrade off-road vehicles, agricultural equipment and marine equipment for 36 organizations. 2530

  

SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. Earlier in the decade, Armitage won three European Rugby Champions Cup titles with France's FC Toulannais and was named the European Rugby Cup's 2013-2014 player of the year.He had been expected to join the team at the beginning of pre-season training in December."Armitage's conduct does not reflect the values of the Legion and therefore, the team is going to go in a different direction for the 2020 season," the team said in a statement released Tuesday.The Legion launched with Major League Rugby in 2018 as one of the league's seven founding teams.
