BEIJING, Aug. 5 (Xinhua) - China's banking regulator on late Thursday said the hypothetical situations in the risk tests of banks, such as a possible slump in property prices, does neither indicate the regulator's judgment on the property market nor possible changes in government property policies.The China Banking Regulatory Commission (CBRC) reaffirmed in an online statement that it allows banks in regions with soaring property prices to suspend loans for third homes according to their assessment on credit risks.The CBRC also said the down payment and the lending rate for third homes mortgage loans should be raised, but the specific amount should be determined by banks.The declaration was made in response to domestic reports that the CBRC had ordered banks in Beijing, Shanghai, Shenzhen, and Hangzhou to stop issuing loans to third home buyers.According to Bloomberg's Thursday report, the banking regulator had told lenders to include worst-case scenarios of prices dropping 50 to 60 per cent in cities where they have risen excessively, which signaled that the government might be growing more concerned about the health of the real estate market.

BEIJING, Aug. 15 (Xinhua) -- Thousands of people gathered at the Tian'anmen Square in central Beijing early Sunday morning to watch a national flag hoisted to full height and then lowered to half-mast, mourning victims of a massive mudslide in northwest China's Zhouqu County one week ago.A flag at half-mast is also seen at Xinhuamen, the main entrance of Zhongnanhai, the headquarters of the Communist Party of China and the central government, as part of the one-day national mourning.The State Council announced Saturday that Chinese flags across the country and at overseas embassies and consulates would be lowered to half-mast Sunday to mourn the victims of the devastating mudslide.Public entertainment will be suspended Sunday in a show of mourning, said the announcement by the State Council, China's cabinet.The mudslide hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in southern Gansu Province, on Aug. 8, leaving 1,239 people dead and 505 missing.Soon after Sunday midnight, front pages of Chinese websites turned to black and white, in a show of mourning.Public recreational activities, such as movies, karaoke, and on-line entertainment including games and music are set to be suspended Sunday, according to an urgent circular issued by the Ministry of Culture.Mourning ceremonies will also be held Sunday in Zhouqu County and Lanzhou, capital city of Gansu. A silent tribute will be observed at 10 a.m..Sunday is the seventh day since the mudslide occurred and, according to some Chinese traditions, the seventh day after a death marks the height of the mourning period.Large-scale national displays of mourning are rare in China.China observed a three-day national mourning period after the 2008 Sichuan earthquake, and a one-day national mourning after the Yushu quake on April 14 this year.On both occasions, the national flag was lowered to half-mast and all public entertainment was suspended.

QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.
