BURIEN, Wash. – Scott Mandella is a detective in Washington state. He is part of the harm reduction unit with the Burien Police Department, which operates a little differently than what most think of when they think of cops.Tara Moss is the project director for LEAD King County.“LEAD is a program that addresses public health and public safety needs with direct service, harm reduction framework and long-term engagement with individuals,” said Moss.LEAD started in Seattle in 2011 and operates in 30 cites across the U.S. It’s a program which has social workers work with law enforcement to help keep people out of jail and minimize their interactions with police.“They think they’re a good fit for LEAD, they can make a decision to divert that individual into case management services, if they agree to do so. So, instead of arresting someone and putting them in jail, they do a warm hand off, handing off to a case manager who does outreach and engagement with that individual,” said Moss.Does that sound familiar? This model is what a lot of them are talking about.“You throw a cop at someone drinking in the park, and if someone still had that alcohol addiction, we’re going to keep going back to the park over and over and over again,” said Ted Boe, the police chief in Burien.He says his department was first in line to sign up for the LEAD program when the opportunity presented itself. He says it was time for the city to try something else.Bridget Scott is a case worker with LEAD.“Addiction or some of these other issues is not a straight line, and you can’t just tell somebody you’re going to be sober from tomorrow on, but realizing there’s going to be some zig zagging along the way,” said Scott.We spent an hour with Bridget looking for some of her clients, but didn’t find any.So, we met up again with Detective Scott Mandella. He’s worried about making sure one Burien resident gets to the hospital safely.“Gary. Gary, your brother’s here, and you’re going to be all right,” said Mandella.One of the people who called in the incident was the mayor of Burien, Jimmy Matta, who just happened to be running errands nearby. His family deals with a lot of the same issues other residents deal with.“My uncle is an alcoholic, and exactly what I’ve just seen here is what I end up doing with him, so these are real issues and even though I’m an elected official, you know I’m just like everybody else, what I can do for my uncle. My father passed away in Burien, Washington, of a drug overdose, heroin overdose,” said Matta.Everyone from the mayor to the cops, to the social workers, to the residents of Burien is tired of trying the same old thing: arresting people with substance abuse and mental health problems and hoping the problem goes away. (AP) — Traffic was backed up for miles for thousands of drivers Friday night on a busy Los Angeles-area freeway after a chase that lasted well over an hour and saw the driver repeatedly back into police cruisers.At one point after backing into a cruiser, the man gestured from his window with what appeared to be a knife.The man drove onto Interstate 5 in Burbank the wrong way, eventually passed a police barrier and rammed into several cars before stopping.Police evacuated drivers from their cars while they had their guns trained on the car. The driver eventually got out. It appeared that officers used a stun gun on him, prompting him to get back into the car.A standoff pursued and eventually ended after the man got out of the car, laid down for a while and tried to run away. CHICAGO, Ill. -- Scientists are continuing to develop new COVID-19 testing methods. Everything from throat swabs and saliva tests to breathalyzers are potential options. The federal government has ordered 150 million rapid antigen tests to help quickly identify cases in places like schools and disaster zones.Still, we're six months into the global pandemic and experts say we still need better and more frequent testing.Supply chain bottlenecks, long turnaround times and the looming flu season have many pharmaceutical companies scrambling for a better test.“There's been a great push and a lot of innovation has gone into developing new tests that might be able to be used in different scenarios,” said Dr. Emily Landon, an infectious disease specialist at University of Chicago Medicine.Abbott Laboratories’ sixth iteration of the COVID-19 test, known as “Binax Now,” is a compact credit card sized rapid test similar to a home pregnancy test.“You are receiving a nasal swab and then that swab is directly inserted into the card and there's a small pouch there that it's inserted into. Six drops of a buffer had been placed there prior to putting in the swab,” explained John Hackett, Junior Vice President of Applied Research and Technology at Abbott Laboratories.And though it does require a health care worker to administer, no specialty lab equipment is needed to process the antigen test. Results are available in about 15 minutes. The cost is apiece.“So, in 15 minutes you can look at the front of this test and if you see a single line, that would be the control line, and if there's two lines, that would indicate that the individual is positive for SARS-CoV-2,” said Hackett.The test was granted emergency use authorization by the FDA. It includes an app that allows people who test negative to display a temporary digital health pass for quick screening.The Trump administration quickly bought up 150 million tests for about 0 million.Officials say they are already beginning to deploy the tests to states, nursing homes, schools and areas hit hard by recent natural disasters.“These antigen tests however are fast and cheap, and it can be done really easily,” said Dr. Landon.Though, helpful in some scenarios, Landon cautions quick antigen tests like this can be less accurate and have a high false positive rate.“These tests aren't perfect and some of you have been in that situation with strep throat where you find that even if the test is negative that they send off a culture afterwards to make absolutely certain that you don't have strep throat and these tests are kind of similar,” she said.Still, experts say having a variety of testing options is beneficial.
