Alejandro Vazquez Paz, 28, died after falling from a building on the 1500 block of E Street, according to San Diego County’s Medical Examiner. The incident was reported around 8:30 in the morning after transients in the area flagged down police, leading them to the abandoned building. SAN DIEGO (KGTV) – Another heat wave in the forecast could leave Californians in the dark this weekend. San Diego Gas and Electric is preparing for a hot weekend as high temps are expected to cause more strain on the power grid.Energy officials are hoping to avoid a repeat of last month when rolling blackouts swept through the state for the first time in 11 years.The California Independent System Operator, or CAISO, was forced to order blackouts in response to high demand.“For the grid to operate, demand on the grid needs to be matched evenly with supply,” said Helen Gao with SDG&E.Ahead of the heat this weekend, SDG&E meteorologists are closely monitoring conditions.At this point, CAISO says they haven’t told SDG&E to prepare for rotating outages over the weekend. CAISO says it plans to issue a Flex Alert, which it says is a voluntary call for conservation.CAISO said the recent rotating outages were the result of a number of factors, including generation units being out of service, reduction of the amount of energy California was able to import from other states, and a sudden drop in wind energy.If CAISO issues a flex alert, the power company will activate their demand response programs. It encourages customers to cut back on energy use to reduce strain on the grid. Outages would only be ordered by CAISO as a last resort. On Tuesday, the State Water Resource Control Board took action to prevent more outages in the future. They’re now along four gas power plants to continue operations past 2020. They were set to stop production as California transitions to cleaner energy sources. The extended deadline is expected to ease the strain on current systems while new energy and storage resources are being built.If an outage is planned for a neighborhood, SDG&E says they try to give all customers a heads up before the lights go out.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop.The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. SAN DIEGO (KGTV) — Before Vice President Mike Pence made his way to Coronado, he spent the morning at the Hilton Bayfront Hotel.The Vice President and Second lady stayed there during their San Diego Visit. A few protestors inflated the now well-known "Baby Trump" outside of the hotel; It's possible the Vice President got a look at the giant balloon. "We're hoping that the Vice President sees this and sees that there is resistance here in San Diego," says protestor Will Johnson. The giant balloon was an attention grabber for many who saw it on Park Boulevard. "I knew he was coming to town, but I didn't know he was staying here," says Kate Permenter. Permenter is in town for a convention and staying at the Hilton Bayfront Hotel, saying, "So last night people kind of started freaking out."Outside of the hotel, security checked every car making its way into the garage. Hotel guests say there are dozens of police officers and secret service agents inside of the hotel. "At every entrance, there are cops just kind of staring at you."Dozens of officers escorted the motorcade as the Vice President left downtown this morning.
